EN
The negative externalities caused by transport systems and its users as well as the positive externalities, on the one hand, condition economic growth and development. On the other hand, they have as a consequence that transport is a critical sector for the sustainability of development. Different instruments have been developed aimed at making transport more sustainable. One group of instruments concerns financial, or market-based instruments. In this article, examples of internalization of negative transport externalities by using selected financial instruments are presented, and their effectiveness is assessed from the point of view of the creation of a real basis for sustainable development of transport.

Negatywne efekty zewnętrzne generowane przez systemy transportowe i ich użytkowników z jednej strony, jak też pozytywne efekty zewnętrzne warunkujące możliwości wzrostu i rozwoju społeczno-gospodarczego z drugiej sprawiają, że transport stanowi newralgiczny sektor z punktu widzenia dążenia do zrównoważonego rozwoju. Rozwinięto szereg narzędzi o różnym charakterze, ukierunkowanych na zrównoważony rozwój transportu. Istotną grupę stanowią instrumenty finansowe, zwane często ekonomiczno-rynkowymi. Niniejszy artykuł ma na celu przedstawienie przykładów internalizacji negatywnych efektów zewnętrznych transportu za pomocą wybranych narzędzi finansowych, a także ocenę wydajności oraz efektywności tych narzędzi w kontekście budowania rzeczywistych podstaw zrównoważonego rozwoju transportu.
