Postępujące demografi czne starzenie się ludności pociąga za sobą m.in. wzrost liczby osób niesamodzielnych. W związku z tym można oczekiwać, że do roku 2050 wydatki na opiekę długoterminową (OD) w krajach OECD ulegną podwojeniu, a ponadto znacznie zwiększy się ich udział w PKB niezależnie od przyjętej metody finansowania ze środków publicznych. Wśród czynników determinujących wydatki na OD można wymienić: poziom sprawności osób starszych, pozycję opieki długoterminowej w strukturze zadań ochrony zdrowia i polityki społecznej, ogólny poziom rozwoju usług społecznych, pozycję instytucji rodziny w danym społeczeństwie oraz sposób finansowania świadczeń opieki długoterminowej. Stan rozwoju OD w Polsce pozostawia wiele do życzenia i należałoby oczekiwać rychłego podjęcia decyzji o stworzeniu kompleksowego systemu fi nansowania jej ze środków publicznych.

The progressive demographic aging of the population entails an increase in the number of dependent people. Th erefore, it can be expected that by 2050 long-term care in OECD countries will have doubled, and the share of older people in GDP will increase signifi - cantly regardless of the adopted method of public financing. Among the determinants of expenditure on long-term care, one can mention the level of effi ciency amongst older people, the position of long-term care in the structure of health care and social policy tasks, the general level of the development of social services, the position of family institutions in a given society and the method of fi nancing long-term care benefits. The state of development of long-term care in Poland leaves much to be desired and one would expect a quick decision to be made to create a comprehensive system for its financing from public funds.
