Niniejszy artykuł poświęcony jest wyróżniającym się cechom charakterystycznym polityki publicznej w Stanach Zjednoczonych, badanym przez pryzmat tego, co nazywamy „sferą publiczną”, a co przede wszystkim oznacza kształtowanie się różnorodnych poglądów społecznych, prowadzenie debat temu poświęconych, formułowania oczekiwań. Sama polityka publiczna realizowana jest przez rządy (używamy mnogiej, jako że chodzi zarówno o rząd federalny, jak i niższego szczebla), rozstrzygane jest przez nie to, co czynią, bądź z realizacji czego rezygnują. Z jednej strony, uwarunkowane jest to podstawowymi orientacjami ideologicznymi i kierunkami politycznymi, z drugiej strony dzieje się to wraz z sektorem prywatnej gospodarki wolnorynkowej oraz trzecim sektorem społecznego działania pozarządowego. Składają się na to rozliczne zjawiska społeczne na różnych poziomach struktury społecznej. Całość stanowi mocno zróżnicowany, ale i bardzo dynamiczny obraz wydarzeń i procesów.

This article deals with certain distinct features typical of public policy in the United States examined through the prism of what is known as the public sphere. Above all this entails the shaping of various social attitudes and opinions, conducting debates devoted to relevant topics, and then formulating expectations and solutions. Public policy itself is realized by governments (using the plural, we mean all levels from the federal to the local). These governments make decisions as to what they will or will not bring to fruition. On the one hand, public policy is rooted in fundamental ideological orientations and political directions. On the other hand, it operates in concert with the private and free market sector as well as the third sector of non-governmental social action. Numerous social phenomena at various levels of the social structure are part and parcel of this. The entirety comprises a highly diversified but also very dynamic image of events and processes.
