Międzynarodowy handel usługami jest zjawiskiem stosunkowo nowym i mierzenie jego rozmiarów napotyka wiele barier. Najbardziej kompleksowym źródłem informacji o handlu usługami jest bilans płatniczy. Według statystyk bilansu płatniczego wartość polskiego handlu usługami z Ukrainą jest znacznie niższa niż handlu dobrami materialnymi. Nie obejmuje ona jednak całości polsko-ukraińskiego obrotu usługowego (niedoskonałość systemu pozyskiwania danych, obrót nierejestrowany itp.), a więc nie oddaje w pełni rzeczywistości. Celem niniejszego artykułu jest przedstawienie pogłębionej analizy polsko-ukraińskich obrotów usługowych i perspektyw ich rozwoju. Artykuł ma charakter badawczy. Wykorzystano w nim metodę statystyczno-opisową. Z badania wynika, że w ostatnich latach eksport polskich usług na Ukrainę wzrastał znacznie szybciej niż ich import z tego kraju. Istotnym czynnikiem oddziałującym na polski eksport usług na Ukrainę była koniunktura gospodarcza w tym kraju. Z kolei dla polskiego importu usług z Ukrainy ważne znaczenie miały atrakcyjność turystyczna Ukrainy, koszty pracy (uszlachetnianie) i jakość usług świadczonych przez firmy ukraińskie (usługi informatyczne). W kolejnych latach na rozwój polsko-ukraińskiego handlu usługami będą oddziaływały, oprócz koniunktury gospodarczej na Ukrainie, głównie postępy w reformowaniu gospodarki ukraińskiej oraz skuteczność wdrażania części handlowej układu stowarzyszeniowego między Unią Europejską a Ukrainą (DCFTA).

International trade in services is a relatively new phenomenon and measuring its size encounters many barriers. The most comprehensive source of information on trade in services is the balance of payments. According to balance of payments statistics, the value of Polish-Ukrainian trade in services is significantly lower than that of merchandise trade. It does not include, however, the whole Polish-Ukrainian services trade (imperfection of the data collection, unregistered provision of services, etc.) and, therefore, does not give the full picture of reality. The aim of this article was to present an in-depth analysis of the Polish-Ukrainian trade in services and the prospects for its development. In the article, the descriptive and statistical research methods were used. The study found that in recent years Poland’s service exports to Ukraine had been growing much faster than its imports from that country. An important factor affecting service exports was the economic situation in Ukraine. In turn, in the Polish services imports from Ukraine, the following factors were important: tourist attractiveness of Ukraine (tourism), labour costs (processing) and the quality of services (IT services). In subsequent years, the development of Polish-Ukrainian trade in services will mainly depend, except from the economic situation in Ukraine, on progress in the reform of the Ukrainian economy and the effectiveness of the implementation of the trade part of the DCFTA, the association agreement between the European Union and Ukraine.
