Artykuł podejmuje problem populacji młodzieży nie podejmującej zatrudnienia, nie uczestniczącej w kształceniu ani szkoleniu (tzw. młodzieży NEET). Przedstawiono definicję zjawiska, determinanty włączenia do tej kategorii, skalę zjawiska w krajach Unii Europejskiej, jak również skutki ekonomiczno-społeczne oraz działania podejmowane na rzecz ograniczenia zjawiska. Autorka wskazuje na fakt, że odsetek populacji NEET w krajach UE wykazuje swoisty brak wrażliwości na działania podejmowane na rzecz inkluzji społecznej oraz na zmiany koniunkturalne zachodzące w gospodarce. Ponadto autorka podkreśla trudności w ocenie skuteczności działań podejmowanych zarówno na szczeblu unijnym, jak i na szczeblach krajowych, ukierunkowanych na włączenie młodzieży do aktywnych zasobów pracy bądź do systemu edukacji, ze względu na brak całościowych opracowań na ten temat.

The article is devoted to topics related to the young people neither in employment nor in education or training (NEET). The definition of the phenomenon, the determinants of being included in this category, the scale of the phenomenon in the European Union countries as well as the economic and social effects and actions taken to limit the phenomenon are presented. The author points to the fact that the percentage of NEET population in EU countries shows a specific inertia for actions taken for social inclusion and for changes in the economic situation taking place in the economy. In addition, the author emphasizes the difficulty in assessing the effectiveness of actions taken both at EU level and at national levels, aimed at including young people in active labor resources or in the education system, due to the lack of comprehensive studies on this subject.
