The article is devoted to the problem of the creation of a ideological base of the ruling Russian group. The author considers the activity of this group as ‘counter-reform’. The main idea of this course – so-cold new conservatism. The article explains its essence, compares it with the classical European and American conservatism. One of the conclusions of the research: this essence is the sort of nationalism, which was adopted for the maintenance concrete personal regime.
