Celem artykułu jest teoretyczna i empiryczna analiza nowego, ważnego fenomenu współczesnej gospodarki w skali globalnej, tj. wzrostu zakresu oraz znaczenia przedsiębiorstw państwowych. Szczególną uwagę poświęcono roli przedsiębiorstw państowych w polskiej gospodarce rozpatrywanej na tle tendencji ogólnoświatowych. Autorzy omawiajają najpierw problemy metodologiczne związane z wyodrębnieniem i definiowaniem przedsiębiorstw państwowych wskazując, że kryterium własności, tradycyjnie stosowane do wyodrębniania przedsiębiorstw państwowych, powinno być obecnie uzupełnione lub zastąpione przez kryterium rzeczywistej kontroli nad funkcjonowaniem i rozwojem danego przedsiębiorstwa. Następnie przedstawiają i analizują dane liczbowe oraz wskaźniki ilustrujące miejsce przedsiębiorstw państwowych w gospodarce światowej i w Polsce. Potem omawiają trzy czynniki wpływające na wzrost zakresu i znaczenia przedsiębiorstw państwowych we współczesnych gospodarkach: ewolucję układu sił w gospodarce globalnej, wzrost znaczenia zasobów energetycznych oraz zmiany w zarządzaniu przedsiębiorstwami państwowymi wpływające na ich efektywność. W zakończeniu przeprowadzona jest dyskusja nad wnioskami wynikającymi z dokonanej analizy. Artykuł zamykają wnioski z przeprowadzonej analizy.

The aim of the article is a theoretical and empirical examination of the new major phenomenon of the contemporary global economy: a rise in the scope and importance of state enterprises. Special attention was given to the role of state enterprises in the Polish economy, considered against a background of world economy. The authors discuss first the methodological problems related to the definition and identification of state enterprises. They point at the fact that the property criterion traditionally used to identify state enterprises should be supplemented or replaced by the criterion of factual control over enterprise’s functioning and development. Then the authors present and analyse numerical data and indicators which illustrate the place of state enterprises in the world economy and in Poland’s economy. Next, they point at the three factors underlying the rising share and significance of state enterprises in the contemporary economies: changes in the relative strength of major powers within the global economy, a rising importance of energy resources, and changes in the management system of state enterprises affecting their efficiency. The paper is closed with the conclusions drawn from the analysis.

Целью статьи является теоретический и эмпирический анализ нового важного феномена в современной экономике в глобальном масштабе, т.е. роста количества и значения государственных предприятий. Особое внимание авторы уделяют роли государственных предприятий в польской экономике на фоне общемировых тенденций. В начале статьи рассматриваются методологические проблемы, связанные с выделением и дефиницией государственных предприятий, указывая, что критерий собственности, традиционно применяемый для выделения государственных предприятий, должен быть в настоящее время дополнен или заменен критерием действительного контроля над функционированием и развитием данного предприятия. Затем авторы представляют и анализируют количественные данные и показатели, иллюстрирующие место государственных предприятий в мировой экономике и в Польше. Далее обсуждаются три фактора, влияющие на рост диапазона и значения государственных предприятий в современных экономиках: эволюцию соотношения сил в глобальной экономике, рост значения энергетических ресурсов, а также изменения в управлении государственными предприятиями, влияющие на их эффективность. В завершение проводится дискуссия относительно выводов, вытекающих из проведенного анализа. Статью заканчивают выводы из проведенного анализа.
