W artykule przedstawiono genezę i rozwój systemu rehabilitacji zawodowej oraz zatrudnienia chronionego osób z niepełnosprawnościami w Polsce w latach 1919–2014. Wspomniany system, w zależności od okresu, w jakim funkcjonował (okres: międzywojenny, komunizmu, transformacji społeczno-gospodarczej, gospodarki rynkowej), opierał się o różne kryteria formalne, wyznaczone cele, środki do ich osiągnięcia, instrumenty i priorytety. Dostępne, fragmentaryczne dane statystyczne pozwoliły opisać ewolucję systemu, natomiast akty prawne umożliwiły scharakteryzowanie zmian w systemie, jakie zachodziły w każdym z wymienionych okresów. Już tylko pobieżna analiza dokumentów daje postawy do stwierdzenia, iż polski system rehabilitacji zawodowej oraz zatrudniania chronionego odznaczał się częstymi reformami, zmiennością zasad funkcjonowania oraz wielkością zatrudnienia osób z niepełnosprawnościami. W okresie międzywojennym mieliśmy do czynienia z powstaniem oraz tworzeniem się ram całego systemu. To okres 45. lat rozwoju z powolnym, stabilnym wzrostem zatrudnienia osób z niepełnosprawnościami. Następnie, w 1989 r., nastąpił czas transformacji z gwałtownym spadkiem zatrudnienia również wśród tej kategorii społecznej. Ostatni z omawianych okresów – gospodarki rynkowej – charakteryzował się na początku wzrostem, następnie w miarę stabilnym stanem zatrudnienia z tendencją spadkową w ostatnich latach.

The article presents the origins and development of vocational rehabilitation and protected employment of persons with disabilities in Poland in the years 1919–2014. This system depending on the period (interwar, communism, socio-economic transformation, the market economy) was based on various formal criteria, objectives, the means for their achievements, instruments and priorities. Fragmentary statistical data that were available, allowed to describe the evolution of the system, while existing legislation, made it possible to describe changes to the system that occurred in each of the periods indicated. Even a rough analysis of documents gives grounds to conclude that the Polish system of vocational rehabilitation and protected employment of protected is characterised by frequent reforms, variability of the principles of operation and the level of employment of people with disabilities. In the interwar period we faced the creation and formation of the framework of the system. Post-war period is the period of 45 years of development, with a slow and steady increase in employment of people with disabilities. Then in 1989 there was a period of transformation with a sudden drop in employment, also among this social category. The last of these periods – the market economy – was characterised by growth at the beginning, then as a stable employment with a downward trend in recent years.
