Access to a great amount of information brings both new possibilities and new threats and the quality of democracy depends mainly on the quality of "offline" institutions. The idea of democracy promotion by means of digitally-augmented public diplomacy has chances to success, but only if it is based on solid political foundations in the real world. Post-soviet countries with their dynamic growth of amount of internet users and hybrid political regimes now face new challenges in the field of democratic development. Western partners should think about implementing non-standard, innovative methods of online communication with post-soviet societies in order to achieve their policy goals.
