The article reflects part of the discussion on Marek Konopka’s publication "An Office or a Research Workshop?” ("Ochrona Zabytkow”, 1985, no 1, p. 49—54), concerning voivodship offices of monuments documentation (referred to as BDZ) and their future. In the author’s opinion, the problem of BDZ should be considered together with the problem of a status of voivodship monuments conservators (referred to as WKZ). According to the Polish administrative law WKZs are the only state bodies obliged to carry out direct control over the condition of immovable monuments and movables that are found outside museums. They are also exclusive bodies empowered to pronounce a historic value of structures and objects and to make decisions on monuments. WKZs are part of cultural departments in voivodship offices of state administration. Economic limitations in the number of administrative workers have never allowed for such an organization of WKZ offices that would enable them to perform their duties. Therefore, in 1965 WKZ offices initiated bringing into life of BDZ offices in the form of institutions based on legal and financial principles set out in Poland for state museums. The statutes of BDZs state that they perform functions of WKZs which are not reserved for administrative bodies, i.e. they do card-indexing, carry out research work, compile documentation, diagnose the condition of monuments and issue opinions for WKZs. Still, because at the present moment in nearly all voivodships WKZs are one-man organizations, in reality, upon their instruction BDZs perform all administrative and vital functions that go beyond a statutory framework. In the author's opinion WKZs and BDZs should be combined into uniform organizational structures, e.g. into voivodship centres for the protection of monuments, run directly by WKZs, separated from offices of state administration but having the capacities of administrative bodies. The Polish administrative and legal system allows for such a solution, the example of which is the organization of fire and sanitary protection. In order to illustrate the atmosphere in which BDZs were brought into life beginning from 1965, in major part of his article the author describes an increase in duties of WKZs from the liberation in 1944—1945 and the formation of social climate around problems of monuments protection.
