The period of the reconstruction during the 2nd World War of historic forms of towns (177 old-town coplexes) lasted practically from 1956 to 1957. After that period buildings with modern design were raised up within destroyed historic districts, adapted to some extent to former spatial arrangement and preserved historic structures. There appeared the problem of looking for a method of the protection of old-town complexes. In the end of the sixties work was undertaken to make plans for complex protection of old towns (e.g. Toruń, Cracow, Sandomierz). In 1974 interest in problems discussed herein increased rapidly. In 1976— 1977 70 rehabilitation plans were worked out or just prepared. Plans from that period included also studies that rendered the problem in a complex way — from historic conservation problems through schematic spatial matters, to implementation questions (to mention only Lublin, Jarosław, Zamość, Cracow). On July 21st 1978 the Council of Ministers brought to life the Interbranch Commission for the Rehabilitation of Towns and Old Town Complexes. It included deputy ministers from those branches which participated in the process of rehabilitation. All problems of importance as well as organizational ones are dealt with by the Group of Experts including town planners, architects, conservators, construction economists and specialists on transportation and urban infrastructure. The Group of Experts cooperates closely with the Centre for Monuments Documentation and makes use of its materials. The Group of Experts examined 1,363 localities. The analysis has shown that 164 localities require specialistic conservation treatment and that 282 of them have buildings from the 19th and 20th centuries that are worth preserving. Moreover, 397 localities have historic urban programmes preserved, for which it is necessary to work out conservation guidelines and include them into development plans of these towns. In 1981 the Group of Experts drew "Guidelines to Be Used in Working out Problems of the Protection of Cultural Values in Plans ’for Land Development” . Their aim was, on one hand, to put in order town planning and design activities and on the other hand, to issue necessary regulations concerning problems of the rehabilitation of old-town complexes that would be binding on the entire territory of Poland. The study made by the Group of Experts points out the need to include conservation guiledlines into urban development plans.
