W artykule przedstawiono prace nad rozwojem statystyki nauki i techniki prowadzone pod egidą OECD w Polsce w ciągu minionych dwóch dekad. W 2007 r. minęło pięćdziesiąt lat od pierwszego międzynarodowego spotkania ekspertów zwołanego przez OEEC (poprzedniczka OECD) w celu uzgodnienia wspólnych zaleceń metodycznych w zakresie badań działalności badawczo-rozwojowej (B+R). Od 1991 r. GUS uczestniczy w pracach Grupy Roboczej OECD ds. Wskaźników Naukowo-Technicznych, zwanej Grupą NESTI (Working Party of National Experts on Science and Technology Indicators). Aktualnie pod egidą OECD prowadzone są prace metodologiczne mające na celu zaprojektowanie modelu wskaźników nowej generacji, charakteryzującego się systemowym podejściem do procesów kreacji, dyfuzji i wdrażania wiedzy do praktyki gospodarczej, określanego po angielsku mianem input, throughput and output indicators. Prace te prowadzone są m.in. w ramach projektu badawczego zwanego Blue Sky Research. Nowy system wskaźników służyć ma do opisu stanu i dynamiki zmian gospodarki opartej na wiedzy (GOW). W opracowaniu omówiono m.in. dwa nowe międzynarodowe przedsięwzięcia z zakresu statystyki nauki i techniki: tzw. projekt CDH (OECD/ESTAT/UIS Careers of Doctorate Holders Project), czyli badanie karier zawodowych osób ze stopniem naukowym doktora realizowane w wielu krajach świata pod egidą OECD, EUROSTAT-u i Instytutu Statystyki UNESCO (w Polsce obecnie prowadzone jest badanie pilotażowe) oraz nowe "narzędzie" badawcze z zakresu statystyki patentów jakim jest baza PATSTAT (EPO Worldwide Patent Statistical Database"), administrowana i dystrybuowana przez Europejski Urząd Patentowy (EPO). In the article the works on the development of science and technology statistics conducted under the auspices oj OECD in Poland during two past decades were presented. In the year 2007, the fifty years have passed since the first experts' international meeting have been convened by OEEC (predecessor of OECD) in order to determine common methodological recommendations in the range of surveys on research and development activity (R&D). Since the year 1991, CSO have been participating in the works of Working Party of National Experts on Science and Technology Indicators so called NEST!. Currently, under the auspices of OECD the methodological works are conducted in order to create a new generation indicators' mode!, which is characterized by the system approach to the processes of knowledge creation, diffusion and implementation info the economic practice, what is called "input, throughput and output indicators ". These works are conducted inter alia within the framework of research project called Blue Sky Research. New indicators system is going to serve to describe changes state and dynamics in knowledge-based economy. In the elaboration two new international projects in the range of science and technology statistics were discussed. One project is called CDH (OECD/ESTA T/UIS Careers of Doctorate Holders Project), and analyze a professional career of persons with a PhD degree realizing in many countries of the world under the auspices of OECD, EUROSTAT and UNESCO Institute for Statistics (in Poland currently the pilot survey is conducted) and new research "instrument" in the range of patents statistics that is PA TSTA T database (EPO Worldwide Patent Statistical Database), which is administrating and distributing by the European Patent Office (EPO).(original abstract)
