The concept of public-private partnership (PPP) is considered. The main essence of PPP is a cooperation between a public and a private sector in order to accomplishing public tasks. PPP has come into existence as a result of the need of changes in the previous, imperfect, traditional management model in the public sector. It is one of New Public Management elements. Applying of PPP by the public sector units is a sign of approval of transferring the methods used in private sector which acts in competition conditions to a public sector management. Introducing the competition leads to increasing the quality of provided services, reducing their prices and better using of economic resources. In Poland until 2005 only few projects based on PPP have been fulfilled what resulted from legal restrictions. Only enacted the law about public-private partner- ship in 2005 has given bases for creating effective forms of close collaboration among the public entities and the private sector. The statistical data proves that PPP has significant popularity and it is a form more and more often exploited of the cooperation between the public and private sector.
