The welfare policy is based on an ethical rule , which says that a community carries responsibility for living conditions of an individual. A system of a social-welfare laws provides a legal framework for the concept understood ln such a way. In practice, one of the main instruments rectifying differentiated economic positions of citizens are the state outlays ensuring supply of specific goods and services. However, tha mechanism of transfers has many shortcomings and lnconsistencies, what causes that active participation of the state in redistribution of the national income does not lead to mitigation of disproportion in the social-welfare sphere. At the present time these disproportions tend to intensify, which finds its expression e.g . in the fact that impoverishment touches increasingly more often population belonging to the middle social strata, highly qualified workers and those employed in economic sectors , where unemployment has not been recorded, The pursued policy of restricting inequalities encounters numerous barriers, from among which the moat significant are insufficient resources for financing this policy and existence of strong bargaining groups perceiving only a destructive influence of social-welfare programme on the economic mechanism.
