W perspektywie funkcjonowania oraz rozwoju technologicznego Unii Europejskiej, ważną kwestią jest spójność prowadzonych działań w aspekcie społecznym, jak i środowiskowym, a także pod kątem osiągania sukcesów rynkowych. W jaki sposób wypracować oraz podtrzymywać wymierne korzyści gospodarcze oraz wynikając z nich wartości dodane w skali międzynarodowej? Celem artykułu jest przedstawienie oraz analiza zagadnień o kluczowym dla UE znaczeniu, a także wskazanie uwarunkowań zewnętrznych, które powinny być podstawą polityki europejskiej. Omówione kwestie mają wpływ na aspekty związane z bezpieczeństwem oraz konkurencyjnością Europy. W ramach przeprowadzonych studiów literaturowych ustalono, że wśród priorytetów Europy wyróżnia się gospodarkę cyfrową realizowaną w oparciu o jednolity rynek wewnętrzny, z jednoczesnym uwzględnieniem uwarunkowań zewnętrznych. Do zagadnień o kluczowym znaczeniu zaliczono działania rozwojowe wspierające, w przypadku kapitału ludzkiego podnoszenie kwalifikacji i umiejętności zawodowych, natomiast gospodarki jako całości – aspekt niskoemisyjności. Jednym z priorytetów jest także zapewnienie przestrzeni do funkcjonowania wszystkich podmiotów, niezależnie od ich wielkości oraz skali prowadzonej działalności. Strategia ta miałaby prowadzić do osiągnięcia stabilizacji oraz bezpieczeństwa, również w wymiarze ekonomicznym, co znalazłoby odzwierciedlenie w szeroko rozumianym dobrobycie.

In the European Union functioning perspective, as well as with regard to the progressing changes and the technological challenges, it appears advisable to consider an issue of a sustainability and a cohesion of the activities conducted. It should be taken on the terms of a social and environmental aspect and, what is obvious, in accordance with achieving success on the market, as well. In which way, taking into consideration all the relevant criteria, there should be achieved and maintained the measurable economic performance and resulting from them added values in the international scale? An aim of the subject work is a presentation and discussion of the associated with such a question conditions and determinants – that is the justified Europe priorities, issues of key importance (including those for the development), as well as the external conditions, which criteria should be at the centre of the created at the European level policies. What is more, the provided issues translate into aspects connected with the Europe safety and competitiveness, what results in the increased innovation potential on the part of different types of entities and a society as a whole and thus improving the total well-being.
