A key element of the counter-terrorism strategy is to protect citizens from terrorist attacks and to level the consequences of such attacks. This is possible by improving border security, transportation and cross-border infrastructure. No less important part of the strategy is the prosecution of terrorists, especially those with an international dimension. EU member states in favour of thwarting terrorists have the tools to share information, intelligence, threat analysis and strengthen operational law enforcement cooperation. The European Union has also developed legal and organisational instruments to assist in the fight against terrorism and organized cross-border crime.

Państwa członkowskie UE, by udaremnić działania terrorystów, stosują różnego rodzaju narzędzia służące do wymiany informacji, danych wywiadowczych, analiz zagrożeń i umacniania współpracy operacyjnej w dziedzinie ochrony porządku publicznego.
