W latach osiemdziesiątych zeszłego stulecia państwa członkowskie ówczesnych Wspólnot Europejskich (dalej: WE) podjęły działania mające na celu nawiązanie współpracy w zakresie ochrony ludności na wypadek katastrof naturalnych lub wywołanych przez człowieka. W efekcie, decyzją Rady UE z 23 października 2001 r., stworzony został mechanizm wspólnotowy ułatwiający wzmocnioną współpracę w interwencjach wspierających ochronę ludności (dalej: mechanizm). Zadaniem niniejszego artykułu jest przybliżenie genezy powstania i charakteru mechanizmu, stawianych przed nim celów, zakresu podmiotowego i przedmiotowego, narzędzi realizacji i procedur jego uruchamiania, przybliżenie praktycznych przykładów zastosowania mechanizmu, a także określenie zasad jego finansowania.

In the eighties, member states of the then European Community took actions that were aimed at the establishment of cooperation in respect of the protection of the population in the event of natural disasters and disasters caused by human beings. Consequently, by virtue of the decision of the Council of Europe (from 23rd October, 2001), the community mechanism was created, which brought about reinforced cooperation in the actions supporting the protection of civilians. This article deals with the mechanism itself, its goals and subjective scope. It also approaches the practical examples of using the mechanism and defi nes the principles of its fi nancing.
