W artykule zaprezentowano podstawowe kwestie związane z problemem ryzyka w jednostkach samorządu terytorialnego. W związku z wprowadzeniem nowej ustawy o finansach publicznych problematyka ryzyka i sposobów jego zapobiegania jest jednym z elementów kontroli zarządczej obligatoryjnie wprowadzonej do praktyki funkcjonowania całego sektora publicznego. Podstawowe wnioski, jakie wynikają z rozważań w zakresie rodzajów ryzyka występującego w jednostkach samorządu terytorialnego to fakt, iż zakończył się okres intuicyjnego, fakultatywnego i subiektywnego podejścia do problemów ryzyka na rzecz metodycznych form przewidywania i zapobiegania ryzyku w działalności jednostek samorządu terytorialnego.

The article shows basic issues related to the problem of risk in the units of local government. Due to the introduction of the new law in the public financing risk issues and ways of its prevention are one of the important elements of the management control practice, which was led into the mandatory public sector. The basic conclusion which results from the consideration of the risks in the units of local government is the fact that a period of an intuitive, optional and subjective approach to the problems of risk has ended in aid of the prediction of the methodical form and risk prevention in the units of local government.
