The system of the State Medical Rescue (Państwowe Ratownictwo Medyczne) was established in order to provide assistance to every person who experiences a sudden threat to health or life. It should operate properly twenty-four hours a day in the whole country. Significant organisational changes, aimed to improve the system, were introduced in mid-2018. The objective of the NIK audit was to assess whether the new organisational conditions ensured effective medical rescue measures. The audit was conducted at the Ministry of Health, the Polish Medical Air Rescue (Lotnicze Pogotowie Ratunkowe), branches of the National Health Fund (NFZ) and units of the State Medical Rescue system. The audit covered the years 2018– 2019.

System Państwowego Ratownictwa Medycznego (PRM) miał zapewnić pomoc każdej osobie w stanie nagłego zagrożenia zdrowia lub życia i powinien sprawnie funkcjonować przez całą dobę na terenie kraju. Przepisy regulujące organizację systemu oraz zasady jego działania zmieniały się wielokrotnie. Istotne zmiany w tym zakresie wprowadzono w połowie 2018 r. Najwyższa Izba Kontroli sprawdziła, czy w nowych warunkach system zapewnia sprawne podejmowanie medycznych działań ratunkowych.
