In their audit, NIK auditors examined the regularity of internal audit operations in local self-government units (Polish: jednostki samorządu terytorialnego, JST). The audit was conducted at 25 offices in five regions (Łódzkie, Podkarpackie, Świętokrzyskie, Wielkopolskie and Zachodniopomorskie), namely in five regional governor’s offic es, and on the second level of Poland’s self-government: in 15 offices at the level of gmina and in five offices at the level of powiat. The audit covered the period from 1st January 2016 to 16th December 2019. It was aimed at examining whether internal audit helps JSTs to improve their activities. Three aspects were assessed: legality of internal audit organisation, internal audit performance and the use of internal audit results in JSTs’ operations.

Audyt wewnętrzny służy lepszemu zarządzaniu. Powinien dostarczać kierownikowi jednostki informacji, które pozwolą minimalizować ryzyko związane z jej działalnością. Najwyższa Izba Kontroli negatywnie oceniła jego funkcjonowanie w samorządach. Niewłaściwa organizacja i prowadzenie w znacznej części skontrolowanych urzędów powodowały, że audyt nie pomagał usprawnić ich pracy.
