The main purpose of the article is to present the individual debt ratio as a rule adopted to assess the financial and property situation of local government units. The index introduced in 2014 replaced the previously used debt limits of local government units, linking the possibility of debt repayment with the so-called operating surplus. The article presents the categories included in the individual debt ratio and the changes in its structure that have been made in recent years.

Zasadniczym celem artykułu jest przedstawienie indywidualnego wskaźnika zadłużenia jako reguły przyjętej do oceny sytuacji finansowej oraz majątkowej jednostek samorządu terytorialnego. Wprowadzony w 2014 roku wskaźnik zastąpił stosowane wcześniej limity zadłużenia jednostek samorządu terytorialnego, wiążąc możliwość spłaty długu z tzw. nadwyżką operacyjną. W artykule przedstawiono kategorie wchodzące w skład indywidualnego wskaźnika zadłużenia oraz zmiany w jego konstrukcji, których dokonano w ostatnich latach.
