Artykuł jest próbą ukazania społeczno – prawnego kontekstu bezpieczeństwa kręgów pogranicza polsko – rosyjskiego. Autor zwraca uwagę na teoretyczne ujęcie kręgów społecznych. Rozpatruje owo bezpieczeństwo kręgów społecznych w środowisku lokalnym. Pokazuje relacje prawne kręgów społecznych na pograniczu polsko – rosyjskim i prawne uwarunkowania funkcjonowania pogranicza polsko – rosyjskiego. Ważnym ogniwem kontaktów na pograniczu polsko – rosyjskim stał się mały ruch graniczny. Kolejnym poruszanym zagadnieniem jest w materiale migracja a bezpieczeństwo społeczności pogranicza. Prezentowany materiał kończą rozważania na temat administracji publicznej, a bezpieczeństwa migrującej społeczności pogranicza polsko – rosyjskiego.

This article is an attempt to show the socio-legal context of security of the circles of the Polish-Russian border. The author draws attention to the theoretical approach to social circles. He considers the security of social circles in the local environment. It shows the legal relations of social circles on the Polish-Russian border and legal conditions for the functioning of the Polish-Russian border. A small border movement has become an important link in the Polish-Russian border. Another issue raised in the material is migration and security of borderland communities. The presented material ends with considerations on public administration and the security of the migrating Polish-Russian border community.
