The article reveals the processes of transformation of diplomatic activity of the state under the influence of the Internet information and communication services. Relevance of this problem is caused by new opportunities and challenges the state diplomatic service faces under conditions of existence of such cross-border communication media as the Internet. In particular, it includes the possibilities of establishing the channels of target audiences direct informing abroad and operational informing of the world community as for rather topical issues of the state foreign policy. In the present political conditions and limited (compared with Russia) media opportunities it is more important for Ukraine to use the Internet to deliver its position on urgent problems of its domestic and foreign policy.

The present paper considers the essential role of cultural diplomacy as a foreign policy vector and discusses its place among the tools of public diplomacy. The emphasis is placed on analysing the potential of cultural diplomacy in the Ukrainian foreign policy activities. In particular, the authors examine institutional aspects of promotion of the Ukrainian culture abroad; special attention is paid to the Ukrainian Institute, established in 2017 under the auspices of the Ministry of Foreign Affairs. As for many years there was no comprehensive governmental approach to cultural diplomacy, private initiatives in the field emerged to fill the gap. Having received some support from the Foreign Affairs Ministry and Ukraine’s diplomatic missions, these entities became part of the state’s cultural diplomacy mechanisms.

This paper examines the development of African regional media system development in the period after Cold War, including contemporary situation, both from political perspective. It is characterized primarily by the fact that Africa ceased to be an arena of confrontation between the communist and capitalist worlds, but instead it became a place for international competition for the influence on the continent between the “old” and “new” global players, mainly, between the USA, Europe and China. This struggle is manifested in high level of attention for the creation and support by main actors of various channels of influence on African audiences by mass media (both traditional — foreign broadcasting by radio and television, and Internet platforms — websites, online broadcasting, social media). Secondly, there is an attempt by the African media environment to create Pan-African media, which, being guided by commercial needs and operated in conditions of liberalized information space, are quite successful, unlike the failed projects that took place during the Cold War, being politically motivated and existed in a largely undemocratic environment. We also argue that there are distinct sub-regional media systems that coincide with the borders of the former colonial empires. Their existence is both colonial legacy (common language, cultural ties, etc.), and a result of contemporary of media influence of the former metropolises.
