This paper addresses issues related to health care in the context of the debate about the typology of welfare state regimes and comparative studies conducted in reference to the debate. Particular attention has been paid to the phenomenon of decommodification as one of the key dimensions that define welfare regimes identified in the literature associated with this debate. The study presents a health decommodification index, on the basis of which an attempt has been made to assess the decommodification potential of health care, taking into account the situation in the 28 EU Member States in 2012. The identification of a widely understood accessibility of publicly funded health care as a basic measure for assessing the decommodifying features of health programs is an important result of the empirical analysis. The study has also confirmed the views expressed in the literature about the existence of practical obstacles standing in the way of developing a universal typology of welfare states.

Artykuł podejmuje problematykę walki z ubóstwem i wykluczeniem społecznym w kontekście strategii Europa 2020. Celem pracy jest próba wyjaśnienia występującego wśród krajów członkowskich zróżnicowania w postępach w realizacji deklarowanych celów krajowych w tym zakresie. Wyniki analizy pokazują, że na zróżnicowanie to wpłynęły zarówno ogólny poziom rozwoju, jak i sytuacja wyjściowa w zakresie liczebności populacji zagrożonej ubóstwem i wykluczeniem społecznym w poszczególnych państwach, na które dodatkowo w różnym stopniu oraz zakresie nałożyły się negatywne skutki recesji gospodarczej.

The article focuses on EU’s goal of combating poverty and social exclusion. There are significant differences between European Union Member States (EU MS) in their progress in the realization of national goals of Europe 2020 strategy. An attempt to explain this phenomenon was made. The analysis show that this variation among countries resulted from differences in general level of economic development as well as the initial percentage of the population at risk of poverty or social exclusion. This was further negatively impacted by the economic recession.
