Today Szczecin is an area where operate many organizations and associations, in which there are still alive and cherished to this day the traditions of the heroic struggle of the Poles. Among the associations operating in Szczecin on two particularly noteworthy that in the course of his business links to the best traditions of Podolian Uhlans. These are: Koło Żołnierzy 12. Pułków Ułanów Podolskich and Klub Kawaleryjski im. 12. Pułku Ułanów Podolskich. Both organizations promote the tradition of cavalry and their aim is to include continue and cultivate the Polish cavalry traditions, with particular emphasis on the tradition of Cavalry Club, promoting and popularizing patriotic values among the Polish society, especially among young people, the history of the Polish cavalry, and the promotion of culture and art in terms of history and traditions of the past. In 2009, in Szczecin appeared Rondo of Podolian Uhlans, which was unveiled a monument commemorating the 12. Pułk Ułanów Podolskich. Monument is decorated with an array, which captured the most famous battles involving Uhlans and emphasizes character replica cavalry lance pennants lose her old in the colors of the regiment. 12. Pułk Ułanów Podolskich is working with 12. Dywizja Zmechanizowana, and many soldiers are involved in the activities of the association. Circle also publishes Newsletter “Podolak”. However the Klub Kawaleryjski im. 12 Pułku Ułanów cavalry training leads and participates in shows, parades, sports competitions like “Militaria”.

In the mid-80s. the sepa ratist group, acting individually so far, have joined forces. This move made it clear to the authorities that the PRC are a huge threat pose to the integrity of the Chinese state. One of such organization is the Islamic Movement of Eastern Turkestan. It is an organization of Muslim separatist militants. The aim of the Islamic Movement of Eastern Turkestan is the separation from the PRC and creation of an independent state called East Turkestan. Its area would cover a large part of western China, as well as some regions lying in post-Soviet Central Asia republics. PRC authorities accuse Uighur separatists for the bombing buses, buildings, government institutions, and in public places such as markets, squares.

W połowie lat 80. XX w. grupy separatystyczne, działające dotąd indywidualnie, połączyły swoje siły. Posunięcie to uświadomiło władzom ChRL, jak ogromne zagrożenie stanowią one dla integralności państwa chińskiego. Jedną z takich organizacji jest Islamski Ruch Wschodniego Turkiestanu, organizacja separatystycznych bojowników muzułmańskich. Celem Islamskiego Ruchu Wschodniego Turkiestanu jest odłączenie się od ChRL i stworzenie niepodległego państwa zwanego Wschodnim Turkiestanem. Jego obszar miałby obejmować dużą część zachodnich Chin, a także tureckojęzyczne regiony w Azji Centralnej. Władze ChRL oskarżają ujgurskich separatystów o podkładanie bomb pod autobusy, budynki instytucji rządowych oraz w miejscach publicznych, jak rynki i place.

One of the most important functions of each country can be providing citizens with protection against threats. The security of citizens is ensured by appropriate institutions and specialized services, including those responsible for emergency response and rescue. Pre-hospital care is implemented by a medical emergency system. The author’s intention is to present issues related to crisis management and medical rescue, and in particular legal aspects of the functioning of both systems.

Do najważniejszych funkcji każdego państwa zaliczyć trzeba zapewnienie obywatelom ochrony przed zagrożeniami. Bezpieczeństwo obywateli gwarantują odpowiednie instytucje i wyspecjalizowane służby, w tym podmioty odpowiedzialne za reagowanie kryzysowe i ratownictwo. Opiekę przedszpitalną realizuje system ratownictwa medycznego. Intencją autora jest przedstawienie zagadnień związanych z zarządzaniem kryzysowym i ratownictwem medycznym, w szczególności prawnymi aspektami funkcjonowania obu systemów.

Artykuł prezentuje analizę porównawczą aktualnych strategii Stanów Zjednoczonych Ameryki oraz Chińskiej Republiki Ludowej względem Azji Centralnej pod kątem ich konsekwencji dla bezpieczeństwa w regionie. Zbadano zawartość merytoryczną tychże strategii oraz przedstawiono wyzwania i zagrożenia dla bezpieczeństwa w Azji Centralnej. Autorzy przeanalizowali implikacje obu strategii dla bezpieczeństwa w regionie, odpowiadając w artykule na pytania: Czy strategie mocarstw w realny i wiarygodny sposób adresują wskazane problemy bezpieczeństwa w Azji Centralnej? Czy strategie USA i ChRL sprzyjają konfliktowi, kooperacji czy koegzystencji między tymi państwami w sprawach regionalnych? Czy cele strategii naruszają interesy innych aktorów polityki w regionie (przede wszystkim Federacji Rosyjskiej oraz państw Azji Centralnej), sprzyjając w ten sposób powstawaniu sporów międzynarodowych?

The article assesses a role played by the United States of America and Peoples Republic of China in a Central Asian security by taking a comparative analysis of theirs regional strategies as a point of departure. In subsequent parts of the research authors: scrutinize a content of the strategies (especially both great powers’ policy aims and instruments); analyze threats and challenges to the regional security in the region and degree to which both strategies allow to address them; and examine an impact of the strategies on the security environment in the Central Asia, particularly their potential to induce a (great power) conflict between actors involved in the regional politics.
