Business Modeling in the Process of Information Systems Development

The paper aims at presenting the role and importance of business modeling in the software generation process. The business model is the simplified description of the organisation that allows designing the optimal information system (iS) satisfying the needs of the user and allowing achievement of the company goals. Both generation and integration of information systems are dependent on the business modeling quality. The Enterprise Architect tool and the object approach were used for drafting the description of phenomena and processes taking place within the organisation. This allowed presenting the organisation in two perspectives: external and internal. Understanding the perspective that was considered in designing the given model is an important factor influencing appropriate interpretation of the model and its correct use in the information system development process.

Autorki na podstawie doświadczeń badawczych, wdrożeń praktycznych i edukacyjnych skupiły się nad projektami i procesami identyfikującymi cele rozwoju lokalnego i regionalnego. Wnioski zostały podporządkowane założeniom metodyki zarządzania cyklem projektu (ZCP, PCM) rekomendowanej w projektach współfinansowanych z funduszy unijnych. Opracowanie bazując na analizie motywacyjnych aspektów zarządzania projektami i/lub procesami wyróżnia identyfikację celów rozwoju lokalnego i regionalnego z inicjatywy zarządzającego, projektodawcy i zaprogramowaną przez sponsora. Analiza poprzez motywy i systemy wartości oraz postawy patriotyczne wskazuje na istotne braki inicjatyw prospołecznych przejawiających się biernością w pozytywnym działaniu na rzecz rozwoju swojej lokalnej społeczności w różnego rodzaju przedsięwzięciach o charakterze kulturalnym, politycznym, gospodarczym i społecznym.

The authors basing on research, educational and practical implementation experience focused on projects identifying goals of local and regional development. Conclusions were subordinated to the assumptions of the methodology of Project Cycle Management (PCM), which is recommended for projects co-financed from EU funds. The study basing on analysis of motivational aspects of project management distinguishes the identification of local and regional problems and development goals. The analysis through motives and systems of values as well as the patriotic attitude points to significant lack of pro-social initiatives manifesting passivity in positive actions for the benefit of their local community in various undertakings of cultural, political, economic and social character.

Dość powszechne są publikacje dotyczące gospodarki sieciowej i społeczeństwa sieciowego, choć z powodu atomizacji nauki są one zwykle analizowane odrębnie. Autorki eksponują perspek-tywę wynikającą ze sprzężenia zwrotnego pomiędzy rozwojem technologii ICT a wielowymiarowym i interdyscyplinarnym rozwojem działalności ludzkiej. Jednym z pretekstów integralnego spojrzenia na procesy rozwojowe jest nowa praktyka pomiarów GUS, uwzględniająca przedsiębiorstwa wykorzystujące media społecznościowe. Pomiary dotyczące tego zjawiska w Polsce stanowią weryfikację wielu hipotez badawczych dotyczących społeczeństwa informacyjnego oraz wskazują tendencje w praktyce życia społeczno-gospodarczego, także w świetle uwarunkowań regionalnych. Opracowanie stanowi syntezę zjawisk integrujących przez technologie ICT.

Publications on the network economy and network society are quite common, although due to the atomization of science they are usually analyzed separately. The authors emphasize the perspective resulting from the feedback between the development of ICT and the development of multidi-mensional and interdisciplinary human activities. One of the excuses of an integral perspective on the development processes, is a new practice by GUS of taking into accountby companies using social media. Measurements of this phenomenon in Poland verify many research hypotheses referring to the information society and identify trends in the practice of social and economic life, also in the light of regional conditions. The study is a synthesis of integration phenomena by means of ICT.

Artykuł stanowi syntetyczną prezentację wykorzystania jako benchmarkingu wyników analizy wybranych 48 mierników stosowanych w krajach OECD i UE w zakresie życia społeczno - gospodarczego i potencjału technologii ICT w przedsiębiorstwach oraz jakościowych aspektów szerokiego spektrum luk informacyjnych i czynników krytycznych rozwoju organizacji gospodarczych. Istotną przyczyną niskiego poziomu zastosowań technologii ICT i rozwoju przedsiębiorstw MMSP jest brak świadomości użyteczności ICT oraz elementarnych metodycznych podstaw kreowania i przygotowywania projektów informatycznych. Przedstawiono istotę sześciu autorskich modeli stanowiących kluczowe, inicjatywne czynniki rozwoju społeczeństwa informacyjnego.

The measurement of the development of the information society by public statistical services is reduced to monitoring the situation in households and ICT applications in enterprises, disregarding the situation in the largest group of microenterprises. The paper is a synthetic presentation of the use s benchmarking of the results of selected 48 metrics used in OECD and EU countries in the field of socio-economic life and the potential of ICT in enterprises as well as qualitative aspects of a wide range of information gaps and critical factors for business organizations. An important reason for the low level of ICT applications and the development of Polish micro, small and medium enterprises is the lack of awareness of ICT usability and elementary methodological foundations for the creation and preparation of IT projects. The essence of six original models constituting the key, initiative factors for the development of the information society is presented.

Polityka regionalna stoi przed ogromnymi wyzwaniami, gdyż pogłębiają się różnice pomiędzy regionami i wewnątrz regionów. Autorki uzasadniają ten stan pomiarami GUS i diagnozami rządowymi wskazując na wybrane inicjatywy stanowiące szanse do wyrównania różnic i odwrócenia tendencji degradacji w kierunku rozwoju regionów. Opracowanie główną uwagę skupia na gospodarce morskiej, gdzie nastąpiły ogromne rozbieżności interpretacyjne pomiędzy perspektywami podejścia do diagnozy gospodarki morskiej: teoretyczną, polityczną i praktyczną. Różnice powstają z przyczyn metodycznych i założonych celów. W wyniku przeprowadzonej analizy wybranych inicjatyw wspierających rozwój gospodarki morskiej podjęte zostały próby identyfikacji kosztów.

Regional policy is facing enormous challenges, as the deepening differences between regions and within regions. The authors justify this state of GUS measurements and government diagnoses pointing to the selected initiatives which are chances to compensate for the differences and reverse the trend of degradation towards the development of regions. The paper’s main attention is focused on the maritime economy, where there were large discrepancies in interpretation between the perspectives approach to the diagnosis of the maritime economy: theoretical, political and practical. The differences arise from methodological reasons and goals. The analysis of selected initiatives supporting the development of the maritime economy attempts have been made to identify costs.
