W artykule podjęte są zagadnienia dotyczące dostępu do informacji niejawnych. Taki dostęp w przypadku informacji niejawnych objętych klauzulą co najmniej „poufne” możliwy jest po uzyskaniu poświadczenia bezpieczeństwa oraz odbyciu właściwego szkolenia. Osoba, która ma uzyskać poświadczenie bezpieczeństwa, musi dawać rękojmię zachowania tajemnicy. Organ odmawia wydania poświadczenia bezpieczeństwa w drodze decyzji administracyjnej. Decyzja taka podlega kontroli zarówno w administracyjnym toku instancji, jak i przez sąd administracyjny.

The article addresses the issues concerning the access to classified information. The access to classified information of at least “confidential” level is possible after obtaining a security clearance and completion of appropriate training. To obtain the security clearance, it is necessary to guarantee the maintenance of secrecy. The authority refuses to grant a security clearance through an administrative decision. Such a decision is subject to control both in the course of the administrative appellate procedure, as well as by the administrative court.

The article describes to civil officer's responsibilities in the process of contracting an ecclesiastical marriage referring to polish law. The article shows his role in establishing any obstacles in establishing a marriage, according to polish law. The head of civil office as an organ of public administration enjoys very wide competence in the process of contracting a marriage. He ratifies the marriage as a public government's authority.
