Changes in the way the implementation of the Common Agricultural Policy, necessitated the development of structures and scope of advisory services, which imposes on the Member States of the European Union of certain tasks. Their primary range has been specified in the Council Regulation (EC) No 73/2009. The purpose of the article is to present conditions the development of the farm advisory system within the Poland. The article indicated that solutions are warranted until the implementation of the farm advisory system in Poland to be able to fulfill its functions to the farmers.

Activities of the European Commission, through the introduction of bio-economy to work plans as well as the common agricultural policy and action for the implementation of the strategy Europe 2020, and also the programme Horizon 2020 indicate that for active traders in the European Union, especially in agriculture and its surroundings next years will be an opportunity to develop and improve their competitiveness. Great importance in the development of economic activities in the framework of the bio-economy is for small farms holdings, especially those that result in the production of high index of manual input. The functioning of the economic and social system of the European Union is inextricably linked not only with the role that they play in agricultural production and processing, but also in the way they impact on the achievement of the objectives related to the development of specific segments of the bio-economy and sustainable development of rural areas.

The aim of the article is to provide the conditions and opportunities for the development of the agro-food sector and rural areas in Poland, resulting from the possible implementation of projects within the framework of the BIOSTRATEG. Are the key determinants of innovative projects within the framework of the BIOSTRATEG. On the basis of the analysis of BIOSTRATEG, both national and EU documents and organizational status and rules for research funding applications have been formulated conclusion, which should affect the effective implementation of the projects of BIOSTRASTEG, and thus to improve the competitiveness of the domestic agri-food sector and rural operating conditions through the implementation of innovative solutions.

Included in the Europe 2020 strategy and the document “Innovation Union” indications concerning the implementation of a comprehensive European innovation strategy for smart, sustainable and inclusive growth determine the importance that the European Union assigns innovation. Agri-food sector in Poland belongs to the key in the social and economic impact. Its economic impact on the internal market and international it decide as one of the most important, and at the same time, requiring constant care and support. An important determinant for the development of innovation in this sector are factors both strengthen and weaken the process of innovation. They belong to the group of external factors and internal factors associated with the personality of decision-makers on issues of application of innovative solutions in practice. The purpose of this work is to bring readers the essence of innovation in the proposed to its application within the meaning of and according to the author the most important factors and conditions affecting the quality of innovation, including decisions and actions taken by the competent bodies of the European Union and the Member States in the field of Polish accelerated, sustainable development agro-food sector.
