The aim of the study was to analyze the extent of use of advisory services of the Agricultural Advisory Centers, granted under the action entitled “Use of advisory services by farmers and forest owners’ in the Rural Development Programme 2007-2013, in the initial phase of its functioning. The goal of the introduction of the co-financing services were to facilitate farmers to adapt their farms to cross-compliance requirements. Survey research was conducted in all 16 provincial advisory centres. Analysis of the quantity of services provided has been presented, the impact of extending the scope of advisory services to farmers’ interest in the use of support has been evaluated and the fundamental barriers of this action have been identified. These issues have an important role in implementing the above actions, therefore, the proposals for changes in the rules for the provision of advisory assistance have been indicated.

Celem opracowania była analiza zakresu korzystania przez rolników z usług doradczych Ośrodków Doradztwa Rolniczego, dofinansowywanych w ramach działania „Korzystanie z usług doradczych przez rolników i posiadaczy lasów” w ramach Programu Rozwoju Obszarów Wiejskich na lata 2007-2013, w początkowym okresie jego funkcjonowania. Wprowadzenie dofinansowania usług miało ułatwić rolnikom dostosowania gospodarstw do wymogów wzajemnej zgodności. Badania ankietowe przeprowadzono we wszystkich 16 Wojewódzkich Ośrodkach Doradztwa Rolniczego. Została przedstawiona analiza ilości udzielonych usług, oceniono wpływ rozszerzenia zakresu usług doradczych na zainteresowanie rolników korzystaniem ze wsparcia oraz określono podstawowe bariery w dostępie do działania. Omawiane zagadnienia mają istotną rolę we wdrażaniu w/w działania, dlatego też wskazano propozycje zmian w zasadach udzielania pomocy doradczej.

The essential objective of the present article is showing of different cooperation areas between the National Research Institute of Animal Production and its collaboration with agriculture advisory units undertaken for more efficient dissemination of investigation results among polish farmers. These actions are multidirectional and manifest itself in supporting of competence development of professional advisers and experts of WODR (regional units of advising in agriculture) (through different kinds of formation proposed: courses, seminars, conferences, etc.), as well as support materials for self-education and publication, as well as enriching their workbox in necessary implementation and dissemination instructions, and even in proposing of aid in gaining over European funds.

Zasadniczym celem niniejszego artykułu jest przedstawienie różnych płaszczyzn współpracy Instytutu Zootechniki PIB z jednostkami doradztwa rolniczego podejmowanej dla sprawniejszego upowszechniania wyników badań naukowych wśród polskich rolników. Działania te są wielokierunkowe i przejawiają się we wspieraniu rozwoju kompetencji zawodowych doradców i specjalistów WODR (poprzez oferowanie różnych form kształcenia: kursów, seminariów, konferencji itp. oraz materiałów do samokształcenia – publikacji), wzbogacaniu ich instrumentarium pracy o potrzebne instrukcje wdrożeniowe i upowszechnieniowe, a nawet - proponowaniu pomocy w pozyskiwaniu środków unijnych.

The aim of the article is to provide the conditions and opportunities for the development of the agro-food sector and rural areas in Poland, resulting from the possible implementation of projects within the framework of the BIOSTRATEG. Are the key determinants of innovative projects within the framework of the BIOSTRATEG. On the basis of the analysis of BIOSTRATEG, both national and EU documents and organizational status and rules for research funding applications have been formulated conclusion, which should affect the effective implementation of the projects of BIOSTRASTEG, and thus to improve the competitiveness of the domestic agri-food sector and rural operating conditions through the implementation of innovative solutions.
