Development strategies drawn up by local governments of provinces constitute elements of a wider planning scheme for the country’s development. At the regional level, those strategies define goals of regions’ development. The system operates in such a way that documents prepared at two different level need to be coherent, which is achieved by establishing the hierarchy of those documents. The latter is shown, among others, by legal requirements that provisions of the Province Development Strategy must be congruent with development goals specified at the national level. The paper provides an analysis and assessment of the coherence between principles of the regional policy of the Świętokrzyskie Province with external documents, i.e. the National Development Strategy2020 and the National Strategy of Regional Development 2010–2020 (vertical approach).
