The scale of the problem of “avoidable deaths and injuries” in the course of their duties, drove the requirementto undertake the design work on developing a dressing set as part of the development project of the Police Academy in Szczytnoentitled “Dressing set for the treatment of injuries incurred in the performance of duties by the uniformed services”, co-financedthrough funds of the National Centre for Research and Development, under Competition No. 6/2014 on the implementationof projects in the field of research and development for defence and state security. The project will produce a protectivedressing set for injuries incurred in the performance of duties by the uniformed services and proposals for regulating the legaland procedural aspects for its application, resulting from a selected and developed technology. Moreover, part of the project was,inter alia, the analysis of legal acts in force in the various formations subordinate to the Minister of Internal Affairs, and relatingto the obligation to provide first aid and equipping officers to administer it. This analysis was performed by experts selectedfrom within the various departments. On the basis of the material collected, the current legal solutions applying to the differentformations were juxtaposed. The article presents the results of research that takes into account an analysis of the legal provisionsgoverning the application of dressing sets in the Police, as well as a proposal for legal amendments determining their effectiveapplication in service. Equipping officers with appropriate dressings will greatly improve the safety, and the quality of the first aidprovided at the scene.

Wiele podstaw prawnych, dotyczących udzielania pierwszej pomocy, nakłada na policjanta obowiązek w zakresie udzielania pierwszej pomocy. Profesjonalne wypełnianie tego obowiązku jest jednym z determinantów poczucia bezpieczeństwa osobistego funkcjonariusza podejmującego obowiązki służbowe. Ratowanie dobra najwyższego, jakim jest życie i zdrowie ludzkie, powinno opierać się na światowych standardach udzielania pierwszej pomocy. Na rynku istnieje wiele produktów, które można wykorzystywać do tego celu. Jednak do tej pory nie opracowano wystandaryzowanego, gotowego zestawu, dedykowanego funkcjonariuszom służb mundurowych, który byłby przeznaczony do zabezpieczania typowych urazów powstałych w trakcie pełnienia obowiązków służbowych. Próbę rozwiązania tego problemu podjęło konsorcjum naukowo-przemysłowe w ramach projektu rozwojowego fi nansowanego ze środków Narodowego Centrum Badań i Rozwoju pn. „Zestaw opatrunkowy zabezpieczający urazy powstałe w trakcie pełnienia obowiązków służbowych przez służby mundurowe”, nr DOB BIO6/19/98/2014. Niniejsze opracowanie stanowi przegląd istniejących rozwiązań sprzętowych stosowanych w tym zakresie w Stanach Zjednoczonych Ameryki, które były przedmiotem badań zespołu wykonawców projektu podczas wizyty studyjnej w Oceanside.

The Taser (full name: Thomas A. Swift’s Electric Rifle) is an electric stun gun, manufactured by Taser International. Its operational range varies from 4.60 metres to 10.6 metres1 thanks to wire electrodes that remain connected to the main device. The electrodes penetrate the skin and soft tissues of the person who is the target for temporary immobilisation. The high voltage generated at low intensity causes severe pain and disruption of the nervous system, resulting in temporary total paralysis. The Taser is a device of direct coercion, whose use is permissible for widespread application in cases where conservative methods of controlling dangerous situations have been exhausted. The natural question that arises is the impact and influence of the electrically active electrodes fired on the surrounding tissues. The aim of the study was a histopathological evaluation and comparison of the effects of the cartridges from the Taser X2 and Taser X26 in terms of the local reaction on a portion of the skin and subcutaneous tissue of domestic pigs fresh from a slaughterhouse. Fragments of the tissue were subjected to histological treatment and analysed using an optical microscope. There were changes in the microscopic image indicating mechanical damage to the epidermis and subcutaneous layers of the dermis due to the use of the devices researched.
