Problems related to social security can be seen in various aspects as a particular type of security. In the literature in the field of political science, economics, sociology or science of safety there are different concepts characterizing this category. The issue of social security is a complex and ambiguous-reproductive, because this phenomenon is dynamic and dependent on many factors. The work is an attempt to answer the question of what are the theoretical foundations of social security on the basis of the teachings of the safety and whether it can enter other, closely related to national security category, concepts, eg. social security of the nation. The reference point for discussion is the system of national security. The author proposed a definition of social security of the nation and pointed out the main elements characterizing this concept. The rationale for the choice of topic is also a need to shape the real way to solve scientific problems of modern science on the basis of safety, including those related to operationalization of concepts and circumscribe an area of knowledge (or unawareness), which should focus on the search for representatives of this new scientific discipline.

Kuhn’s concept of paradigm refers to the distinction between mature and pre-paradigmatic science. Different approaches may compete in the latter stage. In security sciences, there is a discussion on the search for paradigms, which can mean a consensus of views within one discipline or contradictory assumptions. The discussion is a consequence of the evolution of this relatively recently emerged discipline and leads to the definition of its specificity. The paper presents various approaches to the paradigm proposed by representatives of security research in the broad sense of the term, which lead to a multi-paradigm shift. The research problem is an attempt to answer the question whether the presented points of view are the basis for formulating coherent assumptions of paradigms on the grounds of safety sciences and which scientists propose paradigms in this scientific discipline. Establishing one common approach as the most effective one will mean that a paradigm of safety science will emerge. Finally, the concept of personal security was proposed in terms of the system paradigm.

Można się zastanawiać, czy obecny system zarządzania bezpieczeństwem ruchu drogowego umożliwia skuteczną ochronę pieszych. Szczególnie czuły punkt tych rozważań stanowią dane statystyczne, programy prewencyjne i akty prawne. Z danych statystycznych wynika, że w Polsce co trzeci zabity na drodze to pieszy, podczas gdy w UE – co piąty. Mimo starań administracji publicznej – polegających głównie na opracowaniu programów prewencyjnych, prowadzeniu cyklicznych akcji oraz podejmowaniu działań w ramach codziennych interwencji – sytuacja nie ulega radykalnej poprawie. Autorzy tego opracowania postanowili poszukać przyczyn takiego stanu rzeczy i wskazać obszary, które mogą pomóc w dalszej poprawie bezpieczeństwa pieszych. Punktem wyjścia rozważań jest analiza danych statystycznych wypadków z udziałem pieszych w kontekście przyczyn wywołujących te zdarzenia. Ważnym elementem jest też próba odniesienia tej problematyki do aspektów kultury bezpieczeństwa, która jest analizowana na gruncie nauk o bezpieczeństwie.

One might wonder whether the current road safety management system offers effective pedestrian protection. Statistical data, prevention programmes and legislation are particularly sensitive to these considerations. According to statistics, one in three people killed on the road are pedestrians, compared to one in five in the EU. Despite the efforts of the public administration, which consisted mainly in the development of preventive programmes, conducting cyclical actions and taking actions within the framework of daily interventions, the situation has not improved dramatically. The authors decided to investigate the reasons for this and to identify areas that could help to further improve pedestrian safety. The starting point for the discussion is an analysis of statistical data on pedestrian accidents in the context of the causes of these events. An important element is also an attempt to relate this issue to aspects of safety culture, which is analysed in terms of safety sciences.
