Identifikace potřebnosti sociálního bydlení v jednotlivých obcích ČR

This article is focused on quantification of social housing needs in case of a failure of in the housing market in municipalities of the Czech Republic. Possible public sources of data useful for the quantification of risks of such failure are identified and a methodology for monitoring the risks of social housing needs in all Czech municipalitites is presented as based on available data. The resulting total indicator of market failure in housing refers to the situation in municipalities and makes it possible to make comparisons and follow development over time. The objective of the methodology is not to analyse market failure or its reasons in detail but to identify municipalities with a higher risk of unaccessibility to housing and describe some major problems that may appear in this respect.

Článek si klade za cíl kvantifikovat míru potřebnosti sociálního bydlení v jednotlivých obcích ČR z důvodu selhání trhu bydlení. Článek popisuje možné veřejné zdroje dat, které jsou použitelné pro kvantifikaci rizika tržního selhání v oblasti bydlení, a prezentuje metodiku, která umožňuje sledovat míru rizika tržního selhání a z toho vyplývající potřebnosti sociálního bydlení ve všech obcích ČR na základě dostupných dat. Výsledný souhrnný indikátor tržního selhání v oblasti bydlení v jednotlivých obcích ČR poukazuje na situaci v konkrétní obci a zároveň poskytuje možnost pro vzájemné porovnávání obcí i vývoj v čase. Cílem metodiky není přesná identifikace selhání trhu bydlení ani nalezení příčin tohoto selhání, ale vyhledání obcí s vyššími riziky nedostupnosti bydlení a zjištění hlavních možných problémů v oblasti bydlení.

Mezi-krajské a vnitro-krajské rozdíly v dostupnosti tržního nájemního bydlení

This contribution is focusing on the analysis of regional differences in the financial availability of rent housing in the Czech Republic. The analysis is based on a new measurement methodology, reckoning with the inapplicability of the survey sampling for regional segmentation. The aim was to tell whether the disparities in the financial availability of rent housing among Czech regions, and among various household types, had been decreasing or increasing between 2000 and 2007. Based on the results, selected Czech regions’ specifics in the financial accessibility of housing were identified.

Příspěvek se zaměřuje na analýzu regionálních rozdílů ve finanční dostupnosti nájemního bydlení v České republice. Analýza využívá novou metodiku měření, jež se vypořádává s nevyužitelností výběrových šetření pro regionální členění. Jejím cílem je zjistit, zda se nerovnosti ve finanční dostupnosti nájemního bydlení mezi regiony ČR a mezi různými typy domácností zaměstnanců v letech 2000–2007 zvyšovaly, nebo snižovaly, a na základě těchto výsledků definovat specifika vybraných českých krajů v oblasti finanční dostupnosti bydlení.
