The article contains a description of the political doctrine covering the basic areas of the political system presented expressis verbis by Jarosław Kaczyński in the 1990s and included in program documents and legal acts by PiS (Law and Justice) party. The statements and political programs were confronted with each other over the years 1990–2014 as well as with real action aimed at implementing the above vision, which was built on the basis of the assessment of the state of the Poland shaped by a round-table agreement. Personal inspirations and authorities of the president Law and Justice party were also presented here, from which he drew his ideas to a large extent.

Poniższy artykuł zawiera deskrypcję doktryny ustrojowej obejmującej podstawowe dziedziny systemu politycznego prezentowane expressis verbis przez Jarosława Kaczyńskiego w latach 90. XX w. oraz zamieszczone w dokumentach programowych i aktach prawnych autorstwa Prawa i Sprawiedliwości (PiS). Wypowiedzi i dokumenty programowe zostały skonfrontowane z sobą na przestrzeni lat 1990–2014 i zderzone z realnym działaniem mającym na celu implementację przez polityka powyższej wizji ustrojowej. Została ona zbudowana przez obecnego prezesa PiS na bazie oceny stanu III RP ukształtowanej umową okrągłostołową. Zostały tu także przedstawione inspiracje osobowe i autorytety prezesa PiS, które – wydawać się może – były jego inspiracją.

Making an announcement of uncovering mass tombs of Polish officers in Katyn by Germans 13 April 1943 had one fundamental purpose: to cause as the greatest dissonances in the anti-Nazi coalition, to lead to the crisis in relationships between Anglo-Saxons and the USSR. Germany left Anglo-Saxons in a difficult position into this way, but not looking at oneself for business of Poland, independently of, how they were in coalition defined, two principal powers of the Large Coalition, Great Britain and the USA, weren’t going to disrupt further leading the war with the III Crowd in no way. The matter of the Katyn felony could not influence in that time for her run. In rich literature about the Katyn felony and her results the issue of the attitude of the great powers to this matter already waited until broad elaboration, we will try here above all for reminding and tidying up facts, in the majority already known.

The aim of the article is to present the political concept of Lech Kaczyński in terms of ensuring gas security and, more broadly, energy policy during his 2005–2010 presidency. The issues of political cooperation of this statesman will be discussed here, both within international organizations, such as GUAM, and within the framework of international bilateral relations. The work also answers the question about the possibility of implementing this policy in the context of Poland’s geopolitical position (proximity to Russia) and its impact on the GUAM countries or Kazakhstan.

Celem artykułu jest przedstawienie koncepcji politycznej Lecha Kaczyńskiego w zakresie zapewnienia bezpieczeństwa gazowego i szerzej, polityki energetycznej podczas jego prezydentury, czyli w latach 2005–2010. Podjęta tu będzie problematyka współpracy politycznej tego polityka zarówno w ramach organizacji międzynarodowych, takich jak GUAM, jak i w ramach międzynarodowych stosunków bilateralnych. Praca odpowiada również na pytanie o możliwość realizacji tej polityki w kontekście położenia geopolitycznego Polski (bliskość Rosji) i jej wpływu na kraje GUAM czy Kazachstan.

The Repercussions of the COVID-19 Pandemic for Merchandise Trade of the European Union With the Least Developed Countries (LDCs)

Pandemia COVID-19 spowodowała bezprecedensowe i wielowymiarowe zakłócenia w międzynarodowym systemie handlowym. W tym kontekście szczególną uwagę należy poświęcić grupie państw najsłabiej rozwiniętych (LDC), których gospodarki i eksport obarczone są licznymi problemami strukturalnymi. Celem artykułu jest identyfikacja najważniejszych zmian/zakłóceń w eksporcie państw LDC na rynek UE, będący dla nich głównym rynkiem eksportowym, w następstwie pandemii. Przeprowadzona analiza, oparta na statystyce opisowej eksportu towarowego z grupy państw LDC do UE w okresie trwania pandemii w porównaniu z wcześniejszymi okresami, wskazuje silny spadek eksportu z tych państw na rynki europejskie (szczególnie mocne spadki zostały odnotowane przez eksporterów energii i artykułów przemysłowych; w mniejszych stopniu dotknęły one eksporterów surowców innych niż energia oraz żywności i artykułów rolnych). Dostępne dane wskazują także, że kraje o wyższym poziomie koncentracji eksportu oraz te, które w najbliższym czasie zostaną pozbawione statusu kraju najsłabiej rozwiniętego, odnotowały większe spadki niż analizowana grupa. Wskazuje to na potrzebę dokonywania dalszych zmian strukturalnych w państwach najsłabiej rozwiniętych oraz uważnego monitorowania procesu wyłączania wybranych państw z grupy i wpływu pandemii na sytuację społeczno-gospodarczą w tych krajach.

The COVID-19 pandemic has triggered unprecedented and multidimensional repercussions for the global trading system. In this context, special attention should be addressed to the group of the least developed countries (LDCs) with their vulnerable economies and export performance weighed down by structural deficiencies. The general aim of the paper was to identify the main changes in merchandise exports of LDCs to the European Union (EU) - being one of the most important export markets for those countries - in the aftermath of the pandemic. The methodology is based on descriptive statistics of merchandise exports from the least developed countries to the EU during the pandemic with reference to the previous pre-pandemic period. The analysis indicated a strong decrease (mostly recorded by exporters of energy and manufactured goods, less for suppliers of raw materials and food/agricultural products) in LDCs' exports to the EU market. The latest trade statistics also revealed that countries with higher export concentration and those that have the 'graduating status' have been more affected by export falls than the group. This highlights the need for further structural changes in the least developed countries, cautious monitoring of the graduation mechanism and the influence of the pandemic on the socio-economic situation in the group.

The article discusses the issue of the size of the Russian community in the Kingdom of Poland before the outbreak of World War I and after its end. In the article, I also discuss the problem of the denition and the size of Russian emigration aer 1918. The subject of the further part is the Russian political groupings in Poland and their leading activists. Much space is devoted to the Polish-Russian cultural associations, including prominent Russian intellectuals operating in Poland in the interwar period with the prominent figure of Dmitry Filosofov. The Russian emigration is a problem that requires intensive research by many scholars. They should be carried out to remove harmful myths out of our history.
