L ’article présente un ra p p o rt sur l’activité éditoriale du périodique „Ochrona Zabytków”. Cette revue fu t fondée en 1948 et son but est de fo u rn ir des informations actuelles sur les trav au x de conservation et la protection des monuments historiques. Elle é ta it destinée non seulement pour les spécialistes mais aussi pour le grand public qui s’intéresse aux monuments historiques. Les 64 cahiers publiés depuis l’année 1948 présente n t les modifications de l’histoire et du caractère de ce périodique. Ainsi l’on aperçoit trois étapes. La p re mière (1948—1950) lorsque la revue avait été publiée à Cracovie, rédigée p ar le Docteur Józef Dutkiewicz, elle fournissait surtout les informations sur to u t ce qui concernait la protection et la reconstruction u rgente des monuments d étru its pendant la guerre. La seconde étape (1951—1960) pendant laquelle le p é riodique é tait publié à Varsovie, déjà reconstruite, et il devait devenir l’organe de vives discussions et d’in formations plus complètes sur la conservation en élim in an t les questions techniques qui devaient être tr a itées p a r un nouveau périodique „Teka Konserwatorsk a ” (Le Dossier du Conservateur). P endant la seconde étape la revue „Ochrona Zabytków” fu r rédigé par un comité de rédaction sous la présidence du P ro fesseur Dr. Stanisław Herbst. Enfin la troisième étape (depuis 1961) qui a changé le programme éditorial de la revue et son aspect extérieur. „Ochrona Zabytków” s ’est transformée en une revue spécialiste professionnelle, destinée à tra ite r les questions théorétiques et techniques de la conservation, à informer des nouvelles méthodes et de nouveaux moyens de conservation. Ces questions n ’étaient pas suffisamment bien traitée s au début à cause de la priorité des nécessités de r e construction et de restauration des dommages occasionnés d u ra n t les hostilités. P o u rtan t dès que les ateliers de conservation, les laboratoires et les conse rva teurs devenaient de plus en plus nombreux ces questions demandaient de plus en plus l’a tten tio n p ru dente des spécialistes. Les cahiers du périodique „Ochrona Zabytków” fournissent des documents précieux pour l’histoire de la reconstruction des monuments historiques et des problèmes de méthodologie, d ’organisation e t de ju risprudence. En plus ils fournissent des informations sur les recherches les plus récentes et les nouvelles découvertes concernant la théorie et la p ra tiq u e en conservation.

The last few years have witnessed profound transformations affecting not merely the p o litical and economic aspects o f Polish reality but also culture and its national institutions. The cultural role performed by historical monuments, their valorisation as well as legcd and fin a n cia l situation are also succumbing to essential changes. Despite the fa c t that historical monuments are common property, the awareness o f their material and spiritual - historical and cultural - value is by no means universal. One o f the ways o f expanding this knowledge, a process whose outcome assumes the fo rm o f actual protection, is p o p u larisation, including the publication o f periodicals, both popular and specialist, such as the quarterly “Ochrona Zabytków ” “Ochrona Zabytków” is based on a forty-years long tradition, concealing the conscientious work o f numerous editors, and predominantly the knowledge and skills o f multiple authors, graphic artists and photographers. The periodical featured the studies o f outstanding researchers; a prominent contribution was made by renowned publishers and printers. “Ochrona Zab y tków” appeared under the aegis o f the Centre fo r the Documentation o f Historical Monuments, an institution established on 1 January 1962 and supervised by the Ministry o f Culture and Art. In October 2002 the Minister o f Culture created a new institution: the National Centre fo r Studies and the Documentation o f Historical Monuments, which is the effect o f a merge o f the above mentioned Centre and the Centre fo r the Protection of the Historical Landscape. The new institution took over all the tasks and the majority o f the duties o f its two predecessors, and in its capacity as the heir o f their traditions attempts to continue their most valuable publication series and pediodicals. In accordance with the statute o f the National Centre fo r Studies and the Documentation o f Historical Monument, as well as the decisions o f the Scientific Council o f the Centre and its new directors, we intend to issue “ Ochrona Zabytków ” as a p e riodical with the richest tradition and immense accomplishments. Its profile will be enhanced thanks to the introduction o f a new section on “Landscapes”, conceived as a continuation o f the periodical “Krajobrazy Dziedzictwa N a ro d ow eg o”, up to now published by the Centre fo r the Protection o f the Historical Landscape. We shall present the new publication approach in the fir s t quarterly o f the new series. Nonetheless, already at this stage we are capable o f declaring that we shall try to realise all the targets pursued by our predecessors - research-documentary, educational and popularisation. With due respect to the p a st we shall also attempt to remain worthy continuators o f past achievements. The presented fasc ic le - a jo in t third a n d fo u rth issue fo r 2002 appears with a delay caused by organisational changes, and has been conceived upon the basis o f m aterial gathered by previous editors and partially prepared by such publishers as Wojciech Fijałkowski, editor-in-chief, and M aria Barbasiewicz, secretary o f the editorial board. We would like to express our gratitude both to those publishers and members o f the editorial board. It is great pleasure to p resent the new series o f “Ochrona Zabytków ”, whose fir s t fa s cicle will deal more widely with our publication intentions, and introduce the new editorial board. It is with pleasure that we present to you the recent issue of “Ochrona Zabytków” magazine. It differs from previous editions as it is entirely devoted to conservation of historic gardens. Here, in Poland, this field has truly impressive achievements as we are one of the few European countries to hold a considerable collection of garden documents (records), and to develop – in the post-war period – research methods as well as following methodology taught in a plethora of academic centres. Furthermore, it may seem that applicable legal acts and international recommendations are sufficient tools to protect this particular type of heritage. Nevertheless, as a consequence of failing to grasp the phenomena of a garden – with its essence and artistic value – and due to the necessity to adopt measures other than for historic architecture, decisions regarding gardens often raise much controversy. We are observing occurrences that prove disturbing especially in the context of the increasing resources allocated to conservation and restoration of historic gardens. As a result, we are witnessing a process which would be unthinkable a few decades ago, when the majority of works was carried out within the inner management of the historic site. Therefore, it is crucial to understand the notion of recreating historical garden compositions, which should be an aftermath of a far-reaching process and not a one-time act. This process involves conservators struggling to make various substantive decisions, and as there is no one universal path to follow, all options and conditions must be taken into account. In 2014, the celebration of the 10th anniversary of inscribing the Polish-German Mużakowski Park on the UNESCO World Heritage List proved to be a unique opportunity to call to mind the principles of conduct towards historic gardens, in particular, the doctrine for conservation in relation to this type of heritage, and to discuss current issues and tendencies. Inscribing Mużakowski Park, whose eastern part is managed by the National Heritage Board of Poland on behalf of the Ministry of Culture and National Heritage, on the UNESCO World Heritage List is one of the key points of park’s revitalisation process which started at the beginning of 1990s and was initiated by predecessors of the Board in cooperation with the manager of German part of the site. The inscription emphasised the efforts of Polish manager that went into rescuing the park – without it, this precious site would go down only in the history of landscape gardening. The wide range of conservation works carried out by both managers is unprecedented in Europe and constitutes an example of good practices in the field of historic garden conservation. The National Heritage Board of Poland – an organiser of the “Historic gardens as objects of maintenance, conservation and restoration” conference which was held from 11 to 13 September 2014 in the Żagań Palace and outdoors in the Mużakowski Park to commemorate the inscription – has committed to remind us that historic gardens must be treated in a different manner than other types of heritage due to special characteristics of their material, longevity and value of composition. Moreover, the conference was to present European views on standards of conduct and to discuss on a spectrum of possibilities related to selecting the right path prior to deciding on measures to be adopted. Most papers read by speakers from Poland and abroad have been adapted to the requirements set out for academic writing, and subsequently collected in a volume that is presented to you. We strongly believe that our Readers will learn more on the subject of historic gardens which so far has rarely been raised in “Ochrona Zabytków” magazine. A garden is a type of historic site that requires continuous care, in particular constant and professional maintenance. Understanding its complexity is the foundation of any revitalisation process and a guarantee for maintaining its inherent value. Without it, our conservation efforts will result in passing to future generations our mere representations of historic garden achievements that will have nothing to do with the real thing. dr inż. Giving a historical survey the author mak-es comment about the kinds and nature of publications issued by the Centre. A wide variety o-f problems contained in materials published makes it necessary to give them varying -forms. The following will be a brief characteristics of the Centre’s publications. „Ochrona Zabytków” (Monument Protection), a quarterly review started since 1948 and -from 1962 onwards published by the Centre is the only Polish periodical entirely devoted to problems of historical monument protection in the broadest sense of the term. Much attention is being focused on problems linked witji technological treatment of historical monuments of practically every kind. From among the others several works may be quoted dealing with problems of legal protection of cultural property and also numerous polemic opinions on the -general conservation outlines and ideas. The -constant divisions, titled „Reports and Discussions” contain the current information with regard to conservator’s activities both in Poland and abroad. A separate chapter is formed by „Bibliography” where 13 most important periodicals dealing with conservation are regularly reviewed and also the reviews of more interesting books on the subject are placed. A complete bibliography of the quarterly contents may be found in bibliographical supplements that were enclosed with the issue XVII, 1964, 4 and XXIV, 19711, 1. It is the 'contributions made by the leading authoritative scientists that are placing „Ochrona Zabytków” among the appreciated publications in the field of conservation. „Biblioteka Muzealnictwa i Ochrony Zabytków, seria A” (Library of Museums and Monument Protection, series A) is a book series of low circulation amounting to some hundreds copies where materials are published of a lasting value for (researchers. This series has been founded in 1964 as the Centre’s publication and up to now 7 volumes were published. The first part of this series is composed of books containing the catalogues of architectural drawings from the greatest Polish collections as, e.g. National Museums in Cracow and Warsaw, the Library, University of Warsaw. At present a book ’’Architectural and Building Art Monuments in Poland” is in print representing some kind of catalogue illustrating the actual state of possession. In the nearest future i't is planned to publish a series of inventories from the following lines: wiali paintings, ancient organs pieces of ancient goldsmith’s art. ’’Biblioteka Muzealnictwa i Ochrony Zabytków, seria B” (Library of Museums and Monument Protection, series B) is a .series of brochures (up to now 30 titles) published by the use of xerographic process in small circulations and distributed only for institutions concerned. Their contents vary greatly from technological subjects through those legal, general conservators’ • problems, museology up to materials and proceedings of major scientific conferences. In spite of modest graphic forms these publications are finding full acknowledgement among those representing the museum and conservators’ circles. Four to five volumes are published each year. ’’Teka konserwatorska” (A Conservator’s File) forms an abundantly illustrated series of books devoted to conservation treatments for safeguarding the most valuable groupings of ancient architecture. It is expected that two new items, namely ’’The Old Town in Poznań” and ’’Wilanów” will soon extend this series. ’’Muzealnictwo” (Museology) is a non-regular publication comprising materials from the field of museology and exhibitions and shows organized by Polish museums. In addition to articles on the pages of this publication may be found the chronicle-tyipe notes and both the publication and foreign periodical reviews. The above series represents the only publication of general character devoted to museum problems.

The present issue of "Ochrona Zabytkow" has a specific nature. It contains the reports presented at a scientific conservation session entitled "The Restitution of the Royal Castle in Warsaw" organized on 2—4 September 1986 by the State Ateliers for the Conservation of Cultural Property (referred to as the PP PKZ) as part of the celebrations of the 35th anniversary of their existence. It was the first session devoted to that subject, but undoubtedly not the last one, jus t as the problem of the Castle is very important fo r Polish monuments' conservators. By devoting this issue of "Ochrona Zabytkow" entirely to problems of the restitution of the Royal Castle, the biggest and most d ifficu lt task carried out by the PP PKZ, the Editors wish to express their esteem for the accomplishments of the PP PKZ. In this issue the Readers w ill fin d both a presentation of the problems associated with national symbolism, which has always been an essential element — if not the motive power — of a ll undertakings in Poland, and considerations on the criteria of the evaluation and verification of attitudes towards conservation actions. It also gives an assessment of the undertakings, of technical, artistic and conservation skill, a ll of which were indispensable in the execution of this national work. The authors ask also many questions, to which no one has given the answer as yet. The present issue of "Ochrona Zabytkow" contains nearly a ll papers presented during the session. For the first time the floor was taken by those who won the battle of the Castle and who gained the words of esteem for their work. The attempt to evaluate this work is, of course, limited by the scope of our knowledge on the subject under discussion. Still, we can express our hope that the future will offer us the possibilities to resume it. The problems raised by the authors concentrate mainly on technical and conservation questions. Still, some place has been devoted to the attempt to determine the role of the Castle in the consciousness of the Poles in the period of partitions and in independent Poland. Great achievements of conservation work have been subjected to a thorough analysis. The time had passed since the completion of the work allowed for a critical analysis of the concepts adopted and solutions applied. Still, some of them give rise to certain reservations already today. They were stressed out also during discussions, in which 17 persons took part. The debaters presented their views on the perception of castle interiors, a scope and reliability of the information conveyed to the visitors by guides, quality and content of films shown to the guests. The subject that was frequently raised during the discussion was the lack of the information on the authors of this great work, i.e. the restitution of the Royal Castle, and the people thanks to whom this, national task was accomplished. The debaters pointed out the need to publish documents on conservation work — both the report of the Civic Committee for the Reconstruction of the Royal Castle and the protocols of the Architectonic and Conservation Commission. In the opinion of the speakers, the publication on the restitution of the Royal Castle also deserves editing. This great and honourable duty falls upon the Council of the Castle. The postulate, put forward before, to erect on the Castle's walls the plaque commemorating its erection and the names of the executors of this task to the present and future generations has been adopted. * * * The present issue of „O chrona Zabytkow" is dedicated by the Editors to a ll those who have contributed to the realization of the aspirations of the millions of Poles both in the country and abroad to restitute the Royal Castle in Warsaw.
