Creating a new territorial defence system is caused primarily by a change in the essence of war and the content of the armed struggle. Modern war is not an armed confrontation anymore. The events of recent years clearly show us examples of the so-called war without rules, when the prime targets of defeat are not even the armed forces and their personnel, equipment and weapons, but the infrastructure of the state, human resources ensuring its smooth functioning. The modern warfare is importantly featured by widely used terrorist methods of struggle, identical scenario of unleashing of armed conflict, overthrow of the state governments, and implementation of coups in the territories of different countries of the world. The article describes some theoretical propositions about the nature of the territorial defence of Ukraine.

The practices and training programs for leaders, both in Ukraine and in its Armed Forces, are analyzed. Problems, obstacles and difficulties that arise in the process of forming a military leader are studied.

Тhe purpose of this article is to show the state of the functioning of law enforcement agencies in Ukraine, which are fighting against military crime. In addition, the algorithm for the activities of the military prosecutor’s office is shown after changes are made to the legislation. It was noted that the national security of Ukraine and its military security are protected by the Armed Forces of Ukraine and other military formations. In these military formations serve soldiers, officers and generals. The tasks of each military formation are different. Introduction. The article defines the national security of Ukraine, the military security of Ukraine, and how security is created. The same is said about the subjects of ensuring the security of the state. The same is said about the subjects of ensuring the security of the state. It is separately noted that there is a bill on the State Bureau of Military Justice. This military law enforcement agency should implement the functions of pre-trial investigation against servicemen and others. The research methods are used taking into account the topic of the article, the problems that need to be addressed, and the conclusions to be drawn. Such methods were used: formal-logical, hermeneutical, comparative. Thanks to these methods, it was possible to compare the competence of military formations in Ukraine, to determine the necessary legal possibilities for the future law enforcement agency – the State Bureau of Military Justice. The conclusions contain the author’s statement that the time has come to create, in addition to the military prosecutor’s office, yet another law enforcement body whose competence extended to all military formations. This is due to the fact that in Ukraine at the moment there is no shadow of one military formation, whose competence extends to other military formations. The exception is the military prosecutor’s office.

This article discloses the political, legal, financial, economic, and military aspects of Ukraine-EU cooperation within the EU Common Security and Defense Policy (CSDP). The historical stages, mechanisms of development, special structural and organizational characteristics of the CSDP, and its tools for implementing the tasks that envisage involvement of the third of countries in the cooperation are considered. The experience of Ukraine's involvement in EU peacekeeping operations as well as operation of EU civil missions in Ukraine is analyzed. Special attention is paid to the engagement of Ukraine in EU Security and Defense Policy after the conclusion of the Association Agreement in 2014. Enhanced cooperation in different forms after Russia launched its war on Ukraine in 2022 is the focus of attention, particularly the strengthening of political and economic sanctions imposed by the EU on Russia, provision of humanitarian and financial assistance to

The article analyzes the religious situation in the Ukrainian society, as well as its impact on the formation and development of military-religious relations in the Armed Forces of Ukraine in 1991–2017. Religion, as one of the leading forms of social consciousness, is an important factor in the formation of civil society and in the development of channels of its communication with state institutions. The Church has traditionally played the role of an important subject of the socio-political life in the history of the Ukrainian people. The relationship between Russian-Ukrainian relations and their impact on state-religious relations in Ukraine and its Armed Forces has been studied. The main tendencies of the development of military-religious relations in the Armed Forces of Ukraine have been clarified. The transformation processes that influenced the change of the existing models of support of religious needs for the servicemen of the Armed Forces of Ukraine in the studied period, are analyzed here/in this article. In particular, some historical aspects of socio-political processes that influenced the formation and development of military-religious relations, and the institutionalization of the military clergy (chaplaincy) of the Armed Forces of Ukraine in the period under study are highlighted. In today’s conditions, military chaplains have gained significant experience of service in the war zone, have strong national and patriotic convictions, are able to withstand significant psychological and physical stress, and are ready to carry out pastoral service in any environment.

Artykuł poświęcony jest badaniu statusu prawnego kapelana jako żołnierza armii ukraińskiej oraz służby kapelanów wojskowych jako elementu systemu służby publicznej na Ukrainie, identyfikacji oznak i właściwości ich regulacji prawnej. Autorzy proponują uznać kapelana wojskowego za pracownika osobnego rodzaju służby publicznej, który ma status dualistyczny: z jednej strony jest wojskowym, a z drugiej – duchownym określonego Kościoła. Pomimo tego, że praktyka kapelaństwa wojskowego pod rządami nowego ustawodawstwa na Ukrainie nie została jeszcze rozwinięta, to dwojaki status przejawi się w pewnych problemach praktycznych i teoretycznych, które również zostały opisane i przeanalizowane w artykule.

The article is devoted to the study of the chaplain’s legal status as a serviceman of the Ukrainian army, and the service of military chaplains as a component of the public service system in Ukraine, to the identification of signs and peculiarities of their legal regulation. The authors suggest considering a military chaplain as an employee of a separate type of public service, which has a dualistic status: on the one hand, he is a military serviceman, and on the other, a religious servant of a certain church. Despite the fact that the practice of military chaplaincy under the new legislation in Ukraine has not been developed yet, the duality of status will emerge in some practical and theoretical problems, which are also described and analysed in the article.

The basic national and global trends in the development of military education are substantiated. The effective practical implementation should facilitate the training of military specialists capable of mastering modern forms, types of armed struggle, the use of troops, and adequately respond to the challenges of security and defense of the state.

Pokazuje on rolę i znaczenie Sił Zbrojnych Ukrainy i systemów edukacji wojskowej jako ważnych elementów bezpieczeństwa i obrony państwa. This study explores the formation of legal regulation of the institute of chaplaincy in Ukraine. It includes an analysis of the stages of development of its regulation in the last thirty years. A number of topical issues were analyzed among others, the need to ensure the right to freedom of conscience and religion to every citizen in a diverse religious environment. There is a need for state financial support of chaplains in the Armed Forces. It should be raised the obligation to ensure equal satisfaction of the religious needs of believers of all confessions without discrimination in the conditions of the Ukrainian and Russian war and influences from the Russian Federation.

Regulacje prawne duszpasterstwa wojskowego we współczesnej Ukrainie Niniejsze opracowanie dotyczy tworzenia regulacji prawnej duszpasterstwa wojskowego na Ukrainie. Zawiera analizę etapów jego rozwoju w ostatnich trzydziestu latach. W artykule przeanalizowano szereg aktualnych zagadnień m.in. konieczność zapewnienia prawa do wolności sumienia i wyznania każdemu obywatelowi w zróżnicowanym środowisku religijnym. Istnieje potrzeba wsparcia finansowego ze strony państwa kapelanów w Siłach Zbrojnych. Należy podnieść obowiązek zapewnienia równego zaspokojenia potrzeb religijnych wyznawców wszystkich wyznań bez dyskryminacji w warunkach wojny ukraińsko-rosyjskiej i wpływów Federacji Rosyjskiej.
