This journal has published in the 2003-5 period several contributions devoted to statistical analysis of the processes observable in the old and new EU member-states and assessment, based on that, of the sustainability of the Stability and Growth Pact, the chances of introducing the common currency in the new member-states, and the most expedient way of doing so. This article sets out to augment earlier analyses by looking at the solution now subject to professional and political debate: is the European version of a rule-abiding budget policy really just 'stupid', as Romano Prodi once said, or is it a frame with real economic content, so that observing it or even applying it more strictly than ever is a precondition for sustainable development in the new EU member-states, especially in the medium and long term?

The essence and the importance of budget financing the development of economy of the region were considered, namely: the drafting of the income part of the budget. The methodology of the programme-aimed and traditional methods of budget's drafting with different approaches to the defining of problems and different ways of their settling were analyzed.

The aim of the paper is to examine the experiences of the euro zone functioning over the last few years. The authoress is considering the importance and effectiveness of using the convergence criteria in preparing the EU countries for participation in the euro zone.She then moves on to institutional and legal solutions concerning a single monetary policy in the euro zone and decentralized budget policy of the member states. In particular, she analyses the practical functioning of solutions disciplining a budget policy as included in the Pact of Stability and Rise. The conducted research indicates that the public finance regulations have not been able to efficiently reduce too high budget deficits. The new member states of the EU preparing for entering the euro zone should immediately start the reform of their public finance which would enable them to reduce the risk of too high budget deficits that might arise after replacing their national currencies with the euro.
