A legal-comparative analysis can serve to indicate principles of func-tioning of a determined legal tool in Poland on the background of solu-tions accepted in model European systems. A decision on building con-ditions was regulated in provision of art. 59 sec 1 of act of 27 March 2003 on town development planning according to which a change of a territory development in case of lack of a local planning scheme, re-quires obtaining a decision on building conditions. Mature planning systems did not perceive a need of introducing an institution supple-menting territory planning scheme, which are not included in the sphere of influence of a planning act having a commonly binding character. Considering this, one should ask a question how a problem of building on territories which are not included in the local planning scheme, is solved in these states, as well as think over what legal German or Eng-lish instruments are close in the legal regard to a decision on building conditions.

Scheduling projects of linear or repetitive character (roads, pipelines, high-rise buildings) involves harmonizing a number of continuous construction processes to be conducted by specialized crews or machine sets executed at the same time in a number of work sections. Such projects are often modeled by time-distance diagrams that are represented graphically as an X-Y plot where one axis represents location, and the other time. Project planning involves allowing for construction-specific risks and is aimed at providing reliable schedules. These are to help the manager to assure that the project is completed by the predefined due date and, at the same time, that interruptions in work flow are avoided. In the case of repetitive processes, schedule robustness can be improved by providing time buffers between consecutive activities. The paper proposes an analytic method of sizing these buffers that assumes (as in PERT) that activity durations are stochastic variables whose distribution parameters can be defined on the basis of optimistic, pessimistic and most likely estimates. The method was used to construct a casestudy schedule, and the schedule quality was tested by means of simulation.

The paper presents problem of sustainable construction, and environmental and social impacts of buildings. The paper focuses on the results of research conducted so far in different countries and investigating factors affecting effectiveness of investment in sustainable buildings, i.e. rents, market value of buildings, maintenance costs and vacancies. The results of various research, that were presented and analyzed, generally prove higher market value of sustainable buildings and lower level of vacancies. Most research results also indicate lower maintenance costs, though these results are not unequivocal. According to research results, higher rents are charged in sustainable buildings, but tenants are also more eager to pay for sustainable office space. Numerous research results, that were presented and analyzed do not prove unconditionally higher economic effectiveness of investment in sustainable properties, but they do indicate factors clearly increasing the effectiveness of these investments, such as market value of tenants Willingness to Pay.

One of the basic human needs is shelter. The goal of this paper is to analyze the possible ways to meet the housing needs of the poor and evicted. The article pointed out a model strategic objectives and directions of activities that municipalities use to achieve the objective of meeting the housing needs model. From the point of view of economic efficiency and social justice should be pursued municipal building rather than social. Municipal construction increases the efficiency of housing stock management.

The years of 2008-2013 are the time of a crisis in the Polish construction industry, when all the negative trends were reflected in the condition of the labour market. A number of construction companies went bankrupt, which has led to a rise in unemployment in this sector. The paper deals with these issues, in particular. Its main aim is to discuss the selected problems of the Polish construction industry against the background of the current economic crisis, focusing on the situation on the labour market.

GUS przeprowadza co miesiąc badania koniunktury metodą testu koniunktury: przemysłowej - od 1992 r., budowlanej - od 1993 r., handlowej - od 1993 r. oraz usługowej - od 2003 r. W teście koniunktury, który pod względem metodologicznym jest jedną z metod prognozowania eksperckiego, przeprowadza się ankietę na temat aktualnego stanu danego zjawiska oraz jego prognoz. Podjęto próbę sprawdzenia, czy i w jakim stopniu ankietowani, formułując swoje prognozy, kierują się oceną dotychczasowego stanu rzeczy (konserwatyzm prognostyczny), a w jakim przesłankami wynikającymi z innych powodów (elastyczność prognostyczna) oraz z ewentualnej wiedzy na temat możliwych zmian jakościowych (fantazja prognostyczna). Wykorzystane w artykule dane statystyczne charakteryzują wyniki miesięcznych testów koniunktury od 1993 r. do 2008 r.. Badanie koniunktury dotyczyło trzech sektorów: budownictwa, handlu oraz przemysłu. Rozpatrzono przekrój ogółem oraz przekroje ze względu na liczbę zatrudnionych. Wzięto pod uwagę trzy zmienne: sprzedaż, ogólną sytuację firmy, zdolność płatniczą.

The question, 'in which degree the surveyed business cycles test use the conservative principle status quo,' is considered in the paper. The survey concerned construction, commercial and industrial business cycles in general as well as by enterprise size. Three variables were compared between following sectors: sale, general company situation as well as payment capacity. The conformity of the direction, dynamic and conjuncture force was surveyed. Results indicate a diversification of company types. It can be estimated that prognoses are formulated with 50 per cent coefficient of the prognostic conservatism.(original abstract)

Lata 2008-2015 to okres kryzysu w europejskim budownictwie, a wszelkie jego negatywne tendencje znalazły odzwierciedlenie w sytuacji na rynku pracy. Wiele przedsiębiorstw budowlano-montażowych zbankrutowało, a stopa bezrobocia w budownictwie wzrosła. Tym zagadnieniom w szczególności poświęcony jest artykuł, a jego zasadniczym celem jest przedstawienie wybranych problemów polskiego, czeskiego, niemieckiego, ukraińskiego i rosyjskiego budownictwa w okresie obecnego kryzysu gospodarczego ze szczególnym uwzględnieniem sytuacji na rynku pracy.
