Celem artykułu jest analiza charakteru powiązań i pozycji aktorów uczestniczących w Programie Współpracy Transgranicznej PL-BY-UA 2007–2013. Elementem analizy jest charakterystyka sieci współpracy na podstawie takich wskaźników jak: centralność i gęstość sieci, stopień węzła, siła powiązań, ilość i położenie punktów przecięcia, mostów i brokerów sieci. Zaproponowana w artykule analiza ma dać odpowiedź na pytania: Jaki jest udział instytucji publicznych i niepublicznych, państw i miast w PWT? Jaki jest kształt sieci: scentralizowany czy złożony z mikrosieci i niepołączonych komponentów? Czy sieć współpracy ma charakter zrównoważony, czy jest zdominowana przez określonych aktorów? W jakim stopniu i w jakim zakresie podmioty uczestniczące w sieci powiązań wykorzystują, kreują i pomnażają swój kapitał społeczny, rozumiany w kategorii partycypacji w sieci, dostępu do innych podmiotów i zasobów sieci?

The aim of the article is to analyze the nature of the relationship and position of the actors involved in Cross-Border Cooperation Programme PL-BY-UA 2007–2013. A part of the analysis is the characteristics of networks based on indicators such as centrality and density of the network, node degree, the strength of connections, number and location of points of intersection, bridges and broker network. The proposed analysis is to answer the following questions: What are the shares of public and private institutions, states and cities in PWT? What is the shape of the network: a centralized or composed of unconnected components? Is a cooperation network sustainable or it is dominated by certain actors? To what extent and range actors involved in networking use, create and multiply their social capital understood in terms of participation in the network, access to other operators and network resources?
