Cluster-based Policy is defined as a grouping of activities and instruments used by the authorities at various levels for the improvement of the level of competitiveness of the economy by stimulating the development of the existing cluster systems or their creation at first and foremost the regional level. We can enumerate various types of cluster-based policies. This kind of policy can assume various forms and put pressure on different problems. The main aim of article was to answer the question: What are the key instruments and assumption in cluster-based policy making?

Wpływ inicjatyw klastrowych na wdrażanie innowacji

The purpose of this article is to show the effect of cluster initiatives on implementation of innovations (especially local and regional). Systems of cooperation cause transfer of knowledge and information between enterprises which positively influence on implementation of innovations. To measure the level of innovation was used taxonomic gauge of development which allow to segregate polish subregions from the most innovative advanced to least one. Cluster analysis allow to determine which subregions are the most similar to each other sorting them into groups. Noted, that in most regions, which characterized high gauge of development, there are cluster. On this basis there is possibility to conclude that cluster initiatives influence on implementation on local innovation, contribute to improving the competitiveness and they are great solution in many areas of economic life.

This elaboration is an attempt to discuss the idea of clustering and cluster activities. There has been a rapid increase of the number of clusters in Poland, in recent years. The main role of clusters is development of their members through co-operation and competition, knowledge transfer, internationalization of participants and implementation of innovative solutions. Strengthening the market position is possible by organizing in form of strong entities with an international reach, which is possible, inter alia, through belonging to the cluster. The article also describes the situation of clusters in the agri-food sector, with particular emphasis on the two leading actors of the Wielkopolska region. Food Cluster „LeszczyńskieSmaki” („Leszno Flavors”) and „Food Cluster of SouthernWielkopolska” are good examples of how to develop, build strong brand, thanks to the activities within the cluster.

Clusters, the geographic concentration of economic activities in a specific field connected through different types of linkages, are increasingly viewed as an interesting conceptual tool to understand the economic strength or competitiveness. In recent years, this view has also motivated more and more policy makers to turn to cluster-based concepts as new tools to strengthen both national and regional economies. The article is structured in the following ways: section 1 presents basic notion and historical background about clusters; section 2 provides main approaches towards the cluster policy. Section 3 is focused on the cluster policy in the Europe and section 4 examines the cluster policies and initiatives across six different countries of the European Union. The conclusion gives the overview of the cluster policies stage in the selected countries and refers to the possibility to improve them.

The article presents the theory of clusters that are treated as natural elements of European model of economic development. There are highlighted Polish Forum of Lisbon Strategy point of view that indicated clusters as one of fundamental ideas recommended for Polish economy. In based on literature and observation of article authors the concept, examples of Polish clusters and their role in strategic alliance are presented.

Various research studies have already reported many benefits of cluster cooperation for small and medium-sized enterprises (SMEs), but the factors´ assessment leading them to be joined in this form of business are still missing. This research contributes to fill this gap by a broader analysis accomplishment within three perspectives: the SMEs’ size category, the cluster cooperation experience and the typology being related to Slovak clusters. The main aim of this study is to identify the most important reasons that drive SMEs to engagement into cluster cooperation and by means of exploratory factor analysis (EFA) to group them into main factors affecting the SMEs’ decision about clustering. These outcomes are based on questionnaire survey results conducted among 1018 Slovak SMEs. We evaluated the SMEs’ perception of ten identified reasons by using the Chi-square independence test and Cramer’s V. The EFA results indicated two main factors. The results highlighted the importance of clustering to SMEs, policy makers and other stakeholders.

This article examines the impact of maturity of economy on an activities’ focus of cluster organisations. For a basis of research concerning the focus of activities of clusters from advanced economies and clusters from the Visegrad Group countries (V4), the authors of this article obtained data from a large sample of clusters. This research has tested whether differences in clusters’ activities and their implementation in various advanced economies are not caused by different thinking and attitudes of clusters’ managers or the respective age of clusters. The research results confirmed that the selection and use of activities could be different according to the maturity of the economy, considering the same stage of the clusters life cycle and similar views of managers regarding the focus of activities that contribute to the successful development of clusters.

In the article conditions for development of companies in the ICT (stands for Information and Communication Technology) industry in the Pomeranian region was presented. Cluster creates particularly beneficial conditions for development of companies in the ICT industry. Participants of the cluster are already 96 entities.

The aim of this article is to present the role and development of clusters in Lodzkie province. The article consists of five parts. The first one is a short description of Lodzkie province. The next two parts are dedicated to the phenomenon of cluster. The author presents definitions and common features of clusters and the factors affecting cluster development. The fourth part focuses on the strategy of cluster in Lodz. In the last one the author provides examples of clusters operating in the region.

This article show how local government can create environment for local business and clusters. At the beginning the author presented cluster definitions and tasks local government in support of entrepreneurship. Local authorities have a wide range of instruments to support entrepreneurship and cluster development, which should be used more and more. At the end she presents of the results of research local government in świętokrzyskie. These studies show what actions take świętokrzyskie municipal authorities to assist in the development of clusters and their functioning.

A cluster concept represents one of widely discussed approach used by policy makers in many countries because clusters create conditions and overall environment for e.g. higher efficiency, stimulate cooperation, increase innovation performance as well as patent activities of individual firms. Moreover clusters belong to factors attracting foreign direct investments. The cluster concept has not been systematically used in the Slovakia by policy makers so far. Nevertheless, many technological cluster organizations as well as cluster organization in tourism have been created spontaneously. The paper presents results of the technology-oriented cluster organization mapping. Mapping shows that cluster policy if it is truly implemented has a significant potential to stimulate cluster development.

The industrial clusters are now the traditional instruments of regional policy in every developed country. There are the complex tools with what the home regions can be promoted and developed. The biggest boom of clusters in Europe is recorded after the turn of the millennium. It is particularly associated with the massive support from public budgets as support for new and interesting idea. Once practical experiences have shown neither this instrument (cluster) is not a guarantee of development and effectiveness. Therefore, there are many methods that help uncover the potential of the region for called cluster birth and development. This paper aims to critically assess the suitability of shift-share analysis method for the industrial clusters framework, namely to examine how the method can help determine if there are industrial sectors which are suitable for the formation of clusters.

In the article the stages of clustering were investigated focused on innovative on eco-oriented clusters, substantiated the necessity to use them to reduce the human impact on the environment. Theoretical and methodological aspects of creating and operating a cluster of innovative structures that focused on environmental and economic development were defined. The basic benefits of clustering were described, that was one of the ways of increasing the competitiveness of the region by attracting investments in high-tech infrastructure.

The idea of cooperation and industrial clustering is not new. Enough practical experience shows that the idea of clustering is not always understand correctly what can delivers not correct results and effects. Business chains and industrial clusters do not represent a universal tool for solving economic problems of the regional economics. Therefore, it is necessary to provide adequate and effective practical tools what can identify the industrial sectors in which there is a potential of business clusters and chains birth and existence. The various methods analysing the agglomeration and competitive advantages of the industrial sectors can be usefully used. The aim of this paper is to characterize the selected method – Ellison-Glaeser agglomeration index and its use. This method can help to detect agglomerated sectors, respectively geographic concentration that can be used during the industrial clustering process.

One of the tools used to increase the effectiveness and competitiveness is to create a cluster as a form of partnership. The scientific work also focuses on the clustering. In the first part of this scientific work the theoretical basis and opinions of the authors focusing on clusters and cluster initiatives are shown. The analytical study of creation of Wood-processing Cluster in the region of Banska Bystrica (BBK) is the second part of the scientific work.
