The article deals with the interdependence between the multifunctionality of agriculture and rural areas and sustainable development. The concept of sustainable development has become the paradigm of modern theories of development. It is impossible to implement this concept, desirable for many reasons, without putting into effect the principles of multifunctional agriculture geared towards the attainment of both commercial objectives (the competitiveness of agriculture) and objectives connected with agriculture's functions as a provider of public goods and expert knowledge. Structural changes taking place in Polish agriculture are not conducive in a sufficient extent to an improvement in agriculture's productivity and the implementation of the assumptions of multifunctional agriculture. One of the reasons of this undesirable state of affairs is the faulty agricultural policy which contributes to the preservation of unfavorable structures and behaviors of agricultural farms. To mark the 40th anniversary of the Institute of Rural and Agricultural Development of the Polish Academy of Science (IRWiR PAN) the author of the article presents the most important domains of the Institute's research effort and its contribution to the solution of major social and economic problems of the Polish rural community and agriculture.

The criticism of common agricultural policy is fostered first of all by supporters of a liberal trend in the economy. They highlight, inter alia, wastage of public money through artificial support for the agricultural sector. An alternative is put forward, i.e. an increase of expenditure on R&D so that Europe could stand the international competition. However, the question arises if the rural areas of the Community void of any financial support (due to elimination of the common agricultural policy) will be able to compete with the 'rest of the world'. Will the cities of Europe (coping with the problem of unemployment caused by the unemployed escaping from rural areas, being deprived of living prospects) be competitive? The article is an attempt to answer the above question. The authoress also proposes a thesis that the new Common Agricultural Policy could enhance the development of the European Union by promoting the development of rural areas.

Activities of the European Commission, through the introduction of bio-economy to work plans as well as the common agricultural policy and action for the implementation of the strategy Europe 2020, and also the programme Horizon 2020 indicate that for active traders in the European Union, especially in agriculture and its surroundings next years will be an opportunity to develop and improve their competitiveness. Great importance in the development of economic activities in the framework of the bio-economy is for small farms holdings, especially those that result in the production of high index of manual input. The functioning of the economic and social system of the European Union is inextricably linked not only with the role that they play in agricultural production and processing, but also in the way they impact on the achievement of the objectives related to the development of specific segments of the bio-economy and sustainable development of rural areas.
