The main objective of the study was to present proposals of the different organizational structures of the agricultural advisory system in Poland from the CAP reform for 2014-2020 points of view and in the context of the national rural development policy. On the basis of the UE requirements a diagnosis of the state of the agricultural advisory services development in Poland was made. It was given critical judgment of current organizational structure of the agricultural advisory in Poland. Against this background it was presented four variants of the proposed new organizational structures. As the most desirable option it was recognized public system with the crucial role played by national Advisory Center in Brwinów, under the close supervision of the Ministry of Agriculture and Rural Development.

Changes in the way the implementation of the Common Agricultural Policy, necessitated the development of structures and scope of advisory services, which imposes on the Member States of the European Union of certain tasks. Their primary range has been specified in the Council Regulation (EC) No 73/2009. The purpose of the article is to present conditions the development of the farm advisory system within the Poland. The article indicated that solutions are warranted until the implementation of the farm advisory system in Poland to be able to fulfill its functions to the farmers.

The article presents the process of shaping the farm advisory system under the influence of Polish and EU regulations. There are discussed organizational changes after submitting Advisory Centers to local self-governments (in 2009). During this period there was noticed reduction of counselors’ employment, as derivatives of the target to reduce subsidies for Advisory Centers. In terms of financial support for advisory centers there was indicated the importance of “Use of advisory services by farmers and forest owners,” which only at a minimum level (11.7% of the plan) was used. The legislation allowed for creation of private (licensed) advisory offices whose number remains low in relation to state advisory centers.

Efforts to increase the dynamism and competitiveness of the European agricultural sector, and effective implementation of the strategy "Europe 2020" and its vision to stimulate sustainable development, based on knowledge and innovation, are inseparably linked to the objectives set out in the strategy of the "Innovation Union ". In the fulfillment of these tasks the key role is played by science and the transfer of knowledge which, in rural areas, largely depends on agricultural advisory services. The priorities defined in the strategy "CAP towards 2020" clearly indicate the strategically important role assigned to the farm advisory system (FAS) whose sphere of operation is inseparably connected with the transfer of knowledge and innovations. In Poland, the organizational state of agricultural advisory services as well as the legal and financial conditions of activities in the sphere of research and innovations, whose effects should contribute to economic development, fail to meet the existing expectations. The presented conclusions suggest the directions for necessary systemic changes that will permit to improve the process of introduction of innovative solutions in the agri-food sector and in the services rendered in rural areas. .
