The article studies the economic bases of innovative development of enterprises, identifies the basic factors providing it. This work analyzes the effectiveness of formation of innovation policy and outlines the general social effects of innovation. It is also considered, how important strategic management of innovations are for the development of anti-crisis policy of the enterprise. The article specifies why it is important to learn from the experience of innovative processes in other countries. It is also analyzed dynamics of innovative activities in Ukraine and EU, also it is shown some comparison of Ukrainian firms innovative activities in comparison with EU ones. It also studies the causes of low innovation activity of modern enterprises, among the main are insufficient legislation in the area, high costs of involving lending capital, poor experience of management in the field of strategic development of firms, etc.

The role of innovative culture is elucidated in the innovation development of machine-building enreprises. Factors which brake innovative activity of domestic machine-building enterprises are characterized and the stimulative effect of innovative culture is grounded. Interconnection between the innovative potential and innovative culture is outlined and the stabilizing and developing components of innovative cultures singled out. The new type of culture is offered for consideration and practical use: the culture of states and culture of action. Main principles and functions of innovative culture are characterized with a special accent on a motivational function which co-ordinates interests of all the participants of innovative cycle. Cascade and spiral models of innovative culture, which characterize its life cycle and determine the prospects of development are described.

The article is about the current state of innovation in Ukraine and the place of Ukraine in the global economy. The main idea to analyse the innovative activity in Ukraine for 2007-2011 period. Especially to investigate effectiveness of innovative activity, search up-to-date problems. There are also predicted rates of innovation activity for the nearest time and investigated international experience in sphere of innovative development. It is devoted offering specific proposals for the development of innovation activity in a globalized economic environment. The authors emphasize the inclusion of Ukraine in the global innovation process should take place in such ways: FDI along with new technologies and know-how, enabling thus the national economy into global production networks; personal investment of industrial property rights (technology and know-how) in the corporate business world for specific products with the ability to get production and market experience; integration of Ukraine into the world trade structure as a partner rather than raw application to the creation and implementation of priority technologies, based on science, best practices, new knowledge, capable of legal protection of intellectual activity. The authors concluded that Ukrainian innovation policy may be another justification no alternative to Ukraine innovative way of development. In this case we can expect the inclusion of Ukraine in the global scientific and technological development, large-scale involvement of financial and human resources in the technological development of the economy and increase foreign trade turnover of high-tech products and technologies.

The article observes and systematizes the main approaches to define economic and energy security concepts, shows their peculiarities and specific features. The author’s definition of region economic and energy security is offered. The strategic direction and a variant for the national and regional economy innovative development within it, in the context its economic and energy security provision is determined. The innovative transformations perspectives are economically grounded in state and region, based on introduction and extension of the technologies to use solid biofuel. The system of motivating actions, oriented to speed up innovative processes in national energetic sector, at state and regional levels, are suggested.
