In many areas of Poland, areas of transport exclusion related to the lack of public transport service or insufficient offer are identified. After 1989, when Poland underwent political transformation and consequent economic transformation, funding for bus and rail transport collapsed. While rail transport experienced a significant regression in connections, regional bus transport can be said to have been completely eliminated. On the map of the whole of Poland, Kartuzy poviat is an exception, where the role of the carrier has been taken over by a private company which offers transport services at a level corresponding to demand, thus positively influencing the transport habits of the inhabitants. The article examines the change in the offer in bus and rail transport in Kartuzy poviat in the years 1990-2023 and shows that the private bus carrier performs tasks that should de facto rest with the state authorities.

Changes in social structures usually concern the emergence of new institutions, including those related to the development of tourism, and bring about changes in the existing structures. One of the major socio-economic consequences of tourism is the economic activation of an area. The purpose of this article is to indicate the role of non-governmental organizations in the promotion of cultural heritage and tourism in the Kashubian ethnoregion by presenting the structure, examples of activities and the number of recipients of non-profit organizations operating in this area. An important element of the study, due to the research issues undertaken, is also the presentation of the structure of subsidies granted to non-governmental organizations by the Poviat Eldership in Kartuzy, broken down by the amount of public funds allocated and the organization’s own contribution. The study is also complemented with an indication of the location of the Kashubian ethnoregion, including cultural heritage resources. Research conducted on the number of non-governmental organizations has shown that in the Kartuzy poviat their number has increased to 311 in 2019 since 2011. The structure of NGOs operating in the Kartuzy poviat in 2019 shows that 52 organizations operated in the sphere of ‘Culture, art, protection goods and traditions’, activities for national and ethnic minorities and the regional language, as well as ‘tourism and recreation’. In the area these institutions perform the roles of organizers of various events, including those of a folklore nature, such as concerts, rallies, handicraft exhibitions and many others. Not only is the rich cultural heritage of Kashubia promoted through this type of activity, but it also makes the development of tourism possible.

Zmiany struktur społecznych zazwyczaj dotyczą pojawienia się nowych instytucji, m.in. związanych z rozwojem turystyki, oraz wywołują zmiany w już istniejących strukturach. Jednym z ważniejszych następstw społeczno-ekonomicznych turystyki jest także aktywizacja gospodarki danego obszaru. Celem niniejszego artykułu jest wskazanie roli organizacji pozarządowych w popularyzacji dziedzictwa kulturowego i turystyki na terenie etnoregionu kaszubskiego poprzez zaprezentowanie struktury, przedstawienie przykładów działalności oraz ukazanie liczby adresatów organizacji non profit funkcjonujących na tym obszarze. Istotnym elementem opracowania, ze względu na podjętą problematykę badań, jest również ukazanie struktury przyznanych dotacji dla organizacji pozarządowych przez Starostwo Powiatowe w Kartuzach w podziale na wysokość przyznanych środków publicznych i wkład własny organizacji. Uzupełnieniem opracowania jest również wskazanie położenia etnoregionu kaszubskiego z uwzględnieniem zasobów dziedzictwa kulturowego. Badania przeprowadzone nad liczbą organizacji pozarządowych wykazały, że w powiecie kartuskim od 2011 roku ich liczba wzrosła do 311 w 2019 r. Ze struktury organizacji pozarządowych działających w powiecie kartuskim w 2019 r., wynika, iż w sferze „Kultury, sztuki, ochrony dóbr i tradycji, działalności na rzecz mniejszości narodowych i etnicznych oraz języka regionalnego” oraz „turystyki i rekreacji” funkcjonowały 52 organizacje. Instytucje te pełnią na prezentowanym obszarze m.in. rolę organizatorów różnorodnych imprez, w tym o charakterze folklorystycznym, takich jak: koncerty, rajdy oraz wystawy rękodzielnictwa i wiele innych. Poprzez tego typu działalność propagowane jest nie tylko bogate dziedzictwo kulturowe Kaszub, ale możliwy jest również rozwój turystki
