The major objective of policies for the less favoured areas (LFAs) is to ensure the continuation of their economic function (mostly profitable agriculture) and to enhance sustainable rural development (use of farming practices which maintain or improve the natural resource base of agriculture). The implementation of the concept of sustainable development in LFAs creates appropriate conditions for practicing organic agriculture and for launching various non-farm activities. It also creates employment opportunities that allow to further reduce rural poverty and to manage more effectively multifunctional rural development. This can lead to an improvement in the economic efficiency of farms, in the competitiveness of the agricultural sector and in the standard of living in LFAs. The strategy of sustainable development in LFAs could improve their social structure, contribute to the integration of their economy with the total market and to the protection of the natural environment.

One of the instruments of the EU regional politics is the help directed towards the farms situated in unprofitable conditions for agricultural production (LFA). After accession of our country to EU, this help refers also to Polish farmers. The study presents the territorial reach and the scale of help for Lower Silesian farms. In accordance with the Ordinance of the Minister Council, dated 14. 04. 2004, concerning detailed conditions and the mode of granting the financial help for supporting the agricultural activity on the areas of unprofitable household conditions, covered by the Development Plan of the rural areas, in the Lower Silesia there occur all types of the LFA areas, namely: lowland areas i and ii, and areas with specific hindrances. On the LFA areas, there functions more than 24% of farms occupying 24% of all agricultural arable lands of the province. The microeconomics studies realized in farms situated on these areas show, that rates of compensatory allowances only in 60% make up for differences of incomes resulting from less-favoured localization.
