The level of technical infrastructure, particularly in the range of water-wastewater is an important factor in stimulating rural development in the direction of its socio-economic function. The aim of the article is to explain the level of technical infrastructure in the range of water-wastewater management in rural areas. Presented in the article is an analysis of the condition of the water-sewage infrastructure in rural areas which leads to the conclusion that despite significant growth in recent years the amount of investment in this area and its conditions, is not sufficient. If in the coming years, intensive and effective steps are not taken, then the level of water management infrastructure — in spite of its major importance for the development of rural areas — will not be significantly strengthened. This would translate into the attractiveness and consequently the competitiveness of these areas, thereby reducing the possibility of multifunctional development.

The rate of development of rural areas is not satisfactory both in the light of the existing needs and of the expectations of the rural population. It is not possible to make up fast for delays in Poland's civilisational development in relation to the advanced EU countries. This process takes time and requires patience and respect for the rule that 'tough' economic and infrastructure parameters are not the only determinants of the chances of individual communes. Another important determinant is 'social capital'. The success of efforts to release the potential represented by local communities depends on many factors, including a well functioning self-government, the emergence of rural leaders, an improvement in the general level of education, increased confidence and readiness to co-operate, etc. Local development and its prospects should be strictly associated with such programmes as 'LEADER' and 'Revival of Rural Areas'. This is the reason why greater attention should be given in the strategy for 2007-2013 to the elements which contribute to the development of social capital of the rural areas.

(Polish title: Kondycja ekonomiczna sektora malych i srednich przedsiebiorstw w Polsce w latach 2008 - 2009 a problemy rozwoju przedsiebiorczosci wiejskiej). Despite the crisis the number of newly established active small and medium-sized businesses in Poland grew both in 2008 and 2009. The recorded increases considerably exceeded the average annual rate of growth in the number of enterprises that characterized the 2003-2007 period. This fact can probably be attributed to EU assistance to persons setting up new economic entities. The crisis has hit the hardest large enterprises i.e. those that are strongly linked to the world economy. The Mazowieckie, Pomorskie, Wielkopolskie, Dolnoslaskie and Zachodniopomorskie voivodeships continue to be Poland's leading provinces in terms of the development of entrepreneurship. The lowest positions in the ranking are occupied by the voivodeships situated in the eastern part of Poland, with the exception of Podlasie which places among voivodeships posting results close to the national average. In rural areas enterprises operate in much more difficult conditions than in large urban agglomerations so it is necessary to devise different forms of exerting influence on the development of small rural businesses. The to-date experience of EU countries suggests that special programmes ought to be created in Poland for the purpose of stimulating the development of entrepreneurship in rural peripheral regions. This, in turn, leads to the need to establish specialized institutions that would deal with the problems of entrepreneurship in rural areas alone.

The implementation of a multifunctional and sustainable model of development of rural areas means a process of social change. The subject of that change are the residents of rural areas. The network of co-operation, the will to co-operate and the level of trust that characterise them and that constitute the components of social capital determine the chances for the introduction of assumptions of the paradigm of renewal. Local action groups formed, for instance, within the framework of the LEADER+ programme and their potential may become a factor stimulating or - in the areas that are socially more active, supporting the co-operation of the rural population. The problem discussed in the article relates, therefore, to the potential of the social capital of Local Action Groups from the Lódzkie voivodeship. The purpose of the article is the presentation of results of empirical studies covering the components of that capital: trust, values and networks.

The author of the article deals with issues aimed at obtaining durable and sustainable multifunctional development of transfrontier regions of Podlaskie Province. The development can be obtained by increasing the investment, improving the state of technical infrastructure and by restructuring of the economy. It is also essential to develop, implement and organize such branches of the economy which, to a minimal extent, can lead to devastation of the environment in those regions. Another important question is closer multifaceted economic cooperation with neighbouring countries, i.e. the Republic of Belarus, Lithuania and the Ukraine. Obtaining proper durable and sustainable development of the transfrontier regions requires elimination of numerous barriers such as: insufficient development level of financial institutions supporting initiatives connected with the development of various branches of the economy and tourism, the economic backwardness of farms, poor information infrastructure, etc.
