Potrzeba zmian w modelu rozwoju rolnictwa a finansowanie celów w budżecie rolnym Polski po 2005 roku

Celem artykułu był a ocena, na ile zmiany zauważalne w strukturze wy-datków budżetu rolnego w Polsce po integracji z UE na poszczególne tytuły budżetowe są zbieżne z założeniami paradygmatu zrównoważonego rozwoju rolnictwa, a tym sa-mym czy przyczyniają się do przekształceń struktur rolnych. Wskazano, iż zachodzą zmiany w dotychczasowym modelu rozwoju rolnictwa. Przejawia się to chociażby w działaniach, które są realizowane i finansowane ze środków budżetowych. Oprócz kwestii czysto ekonomicznych (produkcyjnych) wspiera się działania prospołeczne oraz pro środowiskowe. Jest to niejako efekt kompensacji niedostatków, które przyniósł model rolnictwa industrialnego, a które budzą realne i konkretne do spełnienia potrzeby w ramach nowego paradygmatu rozwoju rolnictwa.

The purpose of the article was to assess how noticeable changes in the structure of the agricultural budget expenditure in Poland after EU integration on individual budgetary titles are consistent with the assumptions of the paradigm of sustainable development of agriculture, and thereby contribute to the transformation of agricultural structures. It was pointed out that there are changes in the current model of agricultural development. This is reflected even in the activities that are carried out and financed by the budget. In addition to purely economic issues (production), supports the pro-social and pro-environmental action. It is as if compensating effect the shortcomings that brought the industrial model of agriculture, and which are of real and concrete to meet the needs of the new paradigm of agricultural development.
