This article presents significance and complexity of organization communal property administration. The necessity of conducting it in the harmony with other tasks realized by communes is indicated. There is a necessity of development of program of communal property administration. The article presents proposal of stages of constructing such programs and criteria of their valuation.

W artykule przedstawiono wagę oraz złożoność problematyki organizacji gospodarki nieruchomościami gmin. Wskazano na konieczność prowadzenia jej w sposób zharmonizowany z innymi zadaniami realizowanymi przez gminy, z czego wynika konieczność opracowywania gminnych programów gospodarki nieruchomościami. Przedstawiono propozycję etapów budowy takiego programu i kryteria jego oceny.

Jednym ze składników mienia komunalnego są nieruchomości, które pełnią różne funkcje w realizacji zadań samorządu terytorialnego. Podział nieruchomości ze względu na pełnione funkcje determinuje zasady i kryteria gospodarowania. W opracowaniu omówiono przesłanki wyboru wybranych form władania gruntami komunalnymi (sprzedaż i dzierżawę), zmiany skali sprzedaży bądź oddawania gruntów w dzierżawę oraz przedstawiono finansowe korzyści z tych dwóch form udostępniania praw do nieruchomości gruntowych.
