In the current context of the Covid-19 pandemic, health systems worldwide have been subjected to hitherto unknown challenges. Public health policy makers are urged to find the best solutions to mitigate the effects of the pandemic. Vaccination is seen, more than ever, as the main medical solution to save lives, although in recent times many countries have seen an increase in their citizens’ hesitation to get vaccinated. The aim of our research is to analyse Europeans’ attitudes towards vaccination and the factors that influence this attitude, both in terms of individual profile and differences between groups of people and between countries. The results confirmed that a positive attitude towards vaccination increases an individual's chances of getting vaccinated and that the vaccination depends on the socio-demographic characteristics of the individual.

The sexual revolution of the 2Ist century, by changing drastically sexual culture and practices, has made absolutely necessary special programs of sexual education for children and youth. Scientific knowledge about human sexuality is a precondition of sexual and reproductive health Access to sexual information is one of the basic human rights. Liberalization of sexual morality without appropriate information about the involved sexual risks inevitably produces an increase of unwanted pregnancies, abortions, STDs and HIV. WHO, UNAIDS and other international organizations unanimously consider sexual education as a global issue of the 21st century. However, the introduction of such programs is related with serious social and educational difficulties. That is why it has strong ideological opposition. The author compares two main rival world strategies - US strategy of complete sexual abstinence until marriage and European models of comprehensive sexual education - and comes to the conclusion that, according to reliable social and medical statistics, alternative European strategies are much more effective and realistic. The necessity of close cooperation between medical sexuologists, social scientists and educators is emphasized.

Pointers of the mortality belong to the category of the essential indicators, monitor in all countries practically. These pointers are placed in almost each report, analysis or in forecast of various orientations in concern of the regional government’s activities, public health authorities, in cooperation with state authorities. State health policy understands health as a basic human right. It tries to aim all social interests on health in terms of key development factors. Requirement of mutual solidarity, accessibility and equality of every citizen, therefore becomes the starting area.

The improvement of public health and bringing in all necessary facilities for this purpose must become a strategic priority in state and regional policy on the way of demographic crisis overcoming in Ukraine. The method of public health integral index forming, which enables carrying out grounded comparison of health level not only in temporal but also spatial vectors, is offered. The method will serve as a basis for determination of key problems in public health and directions of its improvement both in a region and in a country on the whole.

The article is an attempt to summarize the effects of restructuring health-care units reporting to county self-governments. Examples are the counties of Lower Silesia, where the problems of health care reform are particularly important. It was found that the transition process advanced here is relatively high. Unfortunately, this results in serious debt of county units.

The paper analyses a time series of the daily number of patients visiting an orthopedics clinic. A learning set was chosen to ensure the homogeneity of series variance and three forecasting models were built. The regression model consists of the linear trend, dummy variables describing weekly and yearly seasonal components and the auto-regression of the residuals. ARIMA, with non-seasonal and seasonal differencing, contains only the components of the first order moving average. The exponential smoothing model covers the linear trend and weekly harmonic component. The residuals from all three models very closely follow normal distribution. Forecasts have been compared with actual data for a monthly test period and all models allow us to forecast the number of patients, with a mean square error of 9 people. Exponential smoothing appears to have the lowest MAPE for the test period.

Ageing - this elementary biological process never before was so common within human population. This is due to prolongation of an average age, especially in developed countries. Population ageing results in deep changes within healthcare systems. Ageing processes can be described as growth of entropy causing decrease of repair. This results in elevated risk of disease. Healthy ageing is strictly connected to preservation of organs functionality. This depends on repair potential: proper response to stress factors. Thus it seems inevitable to change the main interest within health care sector from treatment of acute diseases to less spectacular, more composed methods of maintaining organs functionality and slowing down ageing processes. Due to these needs healthcare system is inevitably evolving into interdisciplinary health sector with increasing role of health promotion

Regulations concerning public finance are very important in Polish legislation. It is particularly due to the economic crisis which may cause the loss of liquidity and even insolvency of financial institutions. It forces the state to look for numerous cost reductions. Support instruments have been introduced for entrepreneurs in the environment of economic slowdown caused by global crisis. Numerous changes have been made in the area of taxes, financing environmental protection activities, and agriculture. The rule that transport of people is based on public mass transport subordinated to competitive market rules has been introduced.

After the turn of the l9th-20th century, in Hungary also more and more emphasis was laid on the connection between the natural and built environment and the health situation. Health experts started to deal with the questions of canalization, water-supply, disposal of sewage, etc. Improving the infrastructure became partly a health issue. Between the two world wars significant progress was made: the state got more concerned and involved, that resulted, on the one hand, in the implementation of professional solutions and, on the other hand, appropriate financial resources for such developments.

There are clear disparities between the health needs of residents and the financial sources of the public health system. The basic determinants of their formation is a development of health needs that is caused by age extension, increase in chronic diseases, as well as by increasing demands of the residents on healthcare services. The expenses related to the provision of healthcare may be increased by suitable implementation of e-Health project. The aim of this contribution is to evaluate the use of ICT in the health facilities in Slovakia as a basis of their effective strategic control. On the set platform we specified the disparities among the health facilities in the analysed region may be specified on the basis of the platform and also it is possible to determine the decisive determinants that influence their further development.

Health policy as a process and as activities in the sphere of public responsibility may cause different evaluation problems but at the same time the proper and reliable assessment should be understood as the essential interest of the engaged stakeholders: government at different levels, payers, providers and patients as well. The paper concerns the problem of difficulties influencing the research focused on the health policy description aiming at the indication of the most important factors, effects, possible development dimensions that may significantly change the health system. The methodology in this case is also a complicated issue: quite often based on the instruments typical for social disciplines but not completely applicable for the presented subject. The paper describes the new innovative and universal tool for the purpose of the analysis aiming at reliable and comparable health policy assessment, it presents the stages and objectives of such evaluation and the perspectives of the HPA matrix development both for research and for didactic purposes.
