Essence of mechanism of realization of strategy of stimulation of economic development of region is considered in the article; determination basic tasks of mechanism of realization of strategy of stimulation of economic development; the organizational, economic and legal methods of stimulation of economic development are set; the dominants of forming of such mechanism are outlined.

The purpose of this article is to present the innovation systems and their role in technology transfer in the region. The paper is divided in three parts. In the first part of the article, the author describes topics referring to the concept of technology transfer. The second part focuses on the meaning of the innovation systems, especially regional innovation system, and their influence on technology transfer and the region's development. Finally, the paper analyzes activities of chosen technology transfer centre, its meaning in supporting technology transfer.

Deepening of local finances crisis and reduce of the inter-budgetary relations effectiveness have led to the increase of disparities in the levels of financial capacity of Ukraine's regions and reduce their financial self-sufficiency, which in turn provides the necessity of development new and more adequate (the one that corresponds to the real socio-economic conditions of the region) mechanism of evaluation of the financial potential. In the article the relevant scientific and methodical approach is developed. It consists of six phases, such as: formation of a set of input statistical indicators; calculation of real and potential financial resources and the integral index of qualitative characteristics of the economic system in the direction of financial incentives; normalization of the calculated on the previous stage performance indicators; calculation of the financial potential indicators for Ukraine’s regions; determining an etalon level of region financial potential; identification of the level of using of Ukraine’s region financial potential. Implementation of the described scientific and methodological approach allows to revealthat most regions of Ukraine used its financial potential slightly more than 50%. However, Kyiv, Kyiv region and Dnipropetrovsk region have the highest levels of the financial potential usage; in turn, Chernihiv, Cherkasy and Zakarpattia regions are characterized by the lowest level of the indicator.

The paper discusses the changes in the objectives of EU regional policy that have occurred over the last sixty years. The author analyses the priorities of regional policy in every programming period, geo-graphical eligibility criteria which determine financial support for particular regions and the funds used for implementing this policy. A synthetic assessment of the aforementioned issues allows the author to trace the evolution of EU regional policy from its inception to the present, with regard to the changes pro¬posed by the European Commission for the new program¬ming period.

The first part of the article provides an introduction to this article. In the second section there are included the theoretical basis and terminology for EU structural policy and regional policy, as well as tools for its implementation. The third chapter presents the EU operational programs and support possibilities offered within them for the Polish universities. The fourth part contains a description of the higher education sector in Pomorskie. The fifth part presents HEI's in Pomorskie and their absorption of EU structural funds for 2007-2013, along with a comparison of its level in other regions.

The necessity of implementing the concept of sustainable development at the regional level, encourages the development of approaches to the formation of the portfolio of investment and innovative projects of “green” growth. The peculiarities of formation of the portfolio of investment and innovation projects, which is considered as an important factor of regional development, contributes to the integration of the Rio Convention into national policies of Ukraine. It was analyzed the existing economic criteria of project portfolio formation and it was completed by ecological indicator of the competitiveness of the project. It was proved the necessity of forming the portfolio, that will provide maximum value to the “green” growth of the regional economy. It was shown the features of portfolio assessment with by using of mathematical modelling. It was noted that the regional managers mastering of the methods of portfolio analysis and management increases the chances of implementation of strategic priorities for sustainable development in the region. It is proved that the process of forming the portfolio promotes the formation a transparent market of “green” business, which will maximize the competitiveness of the region.

The article assesses the level of economic internationalisation and the socio-economic development of Poland’s regions and determines the correlations between the two phenomena. The analysis is based on several indices divided into ten components characterising the processes of internationalisation and socio-economic development. Instead of the standard procedure for verifying the preliminary list of indices (mostly based on correlation indices), a simulation has been used – 10,000 sets of random chosen indices to calculate the composite indices for each component. The final composite measures have been calculated as the mean of those 10,000 composite indices. This procedure allowed the authors to identify the differences in final results of analysis emerging from different sets of indices taken to assess the composite measures.

The paper presents model solutions of the financial consequences of replacing farming tax with income-tax in farms with different types of activity in the 'Greater Poland and Silesia' region. Farmers from 'dairy cattle' farms would in vast majority pay higher income tax than farming tax, the highest in the groups with area 75-125 hectare. However, in farms of the 'granivorous' agricultural type there is income subject to taxation. In remaining groups of farms of this type, the income tax amount grew proportionally to decrease in cropland area, and was higher than the amount of farming tax. It may result from higher intensity of the production due to usage of purchased protein feeds, what contributes to attaining additional income irrespective of the possessed area of cropland. In the 'mixed crops and livestock' type of agricultural farms the majority of area groups did not record taxable income. It was established that in the researched farms their agricultural type and cropland area importantly differentiates the relations between the current tax amount and the income tax amount. Possible introduction of farm income tax should take into account consequences for district (gmina) budgets in investigated region.

The analysis juxtaposes Fotografie ze Śląska by Jarosław Iwaszkiewicz with Andrzej Stasiuk's brief literary sketch I tak to się kiedyś wszystko skończy. By comparing such dissimilar texts, the author draws attention to the modes of representing industrial and postindustrial space when seen from a certain distance by writers who are unconnected to the region described. Comparative analysis reveals, however, not only differences but also surprising similarities. The texts interpreted share the conviction of a particular "photogenity" and melancholy of Silesian landscapes.

Idea of regionalism appeared in Province in late nineteenth century in a particular cultural moment in the history of France. At the turn of century it spread across the Europe. In Poland ‘regionalism’ became popular during the interwar period as it has been adopted in institutional and organizational way. However, the term has begun to function in an ordinary usage and became a part of the common-sense only since last two decades. Nowadays, the term ‘regionalism’ exists in three meanings: (1) regional ideology, consciousness, or identity; (2) overall of cultural efforts undertaken within a region which determine its uniqueness and originality (such efforts continue spontaneously although they may be also guided institutionally and purposely in order to preserve the identity of region); (3) sociocultural movement whose activities seek to popularize regional consciousness. The contemporary regional movement declares to fulfill tasks which represent continuation of the aims of regional activity in Second Polish Republic. However, it focuses on spreading regional tradition rather than on activity aiming at ‘creation of present day’, i.e. on attempt to intervene in social processes within local or regional boundaries (e.g. transformation and modernization which constitute the contemporary reality and regional differentiation). According to sociologists, present ‘Wielo-Polska’ (‘Multi-Poland’) encompasses fields defined by wealth, inhabitants, citizen activities and absenteeism, development and level of education among the population, level and scale of foreign investment, and technological innovation. The contemporary regional movement should consider this matter. It has to try to activate local and regional communities, promote enterprise, civic engagement, pro-innovation attitudes, and educational aspirations. Nonetheless, it has also to take into account regional and local traditions. This general and complex task defines the sense of contemporary regionalism.

Entrepreneurship is multidimensional phenomenon and there is the lack of its uniform measure, in paper three were presented three single measures of entrepreneurship, the indicator of quality of firms' sizes, the indicator of quality of economic sector, the indicator of firms' saturation in economy, and one synthetic indicator, the indicator of entrepreneurial quality. In presented paper, the relationship between entrepreneurship's measures and the level of economic development in Polish regions was investigated. The influence of entrepreneurship, measured by single and synthetic indicators, on the level of regional development is positive. Better shaped structure of entrepreneurship leads to higher level of economic development. Among single measures, the indicator of quality of firms' sizes has the most important influence on the level of economic development.

The problems of scenario modeling of development of socio-economic systems are analyzed. The essence, trends and peculiarities of the use of scenario approach have been determined. The differences between scenario approach to modeling and forecasting and traditional methods of strategic planning have been analyzed and the dominant availability of scenario approach to the solution of the problems of regional development has been proved. The types of scenarios and methods of its creating including the mathematical methods of creating of scenarios of development of socio-economic systems have been considered. The mechanisms of realization of scenario modeling have been analyzed and the formal description of the problem of scenario research has been given.

The article presents the image of Podlasie and Bialystok in three comic books: Tymczasem by Grzegorz Janusz and Przemysław Truściński, Pocztówki z Białegostoku by Joanna Karpowicz, and Siedem + dwa by Paulina Drobnikowska and Andrzej Bajguz. The spaces analysed are fragmentary in character, while Joanna Karpowicz's comic reveals especially clearly the relationship between metaphorical narrative and fragmentary nature of the comic and the image of Bialystok which is a palimpsest of things, with its contemporary architecture enriched with images from the city's cultural and ethnic past. The comic books analysed represent various means of describing space, while their shared characteristic is the subject matter of multi-culturalism, ethnicity, memory, identity, history and youth

The paper focuses on the transformation of human capital in the Silesia province and the formation process of the creative class. In the first part are described some theoretical assumption of human capital and creative class, and the history and specifics of the most important social groups in Silesia. In the second part the authors cite the main results of their research conducted in 2010–2011. In interviews, entrepreneurs, experts and policy makers recognized the existence of regional professionals and active individuals who operated at the level of enterprises and local communities. This confirms the assumption of the enclave nature of the formation process of the creative class in Silesia.

We concurrently distinguish two processes that are ongoing in modern Europe which directly influence regional cooperation. The first of them has an integrative character and the second an economic character. The purpose of the former is to get rid of the internal borders of the EU and to enhance external boarders outside the EU. In the latter there are socio-economic actions which develop the processes of regional cooperation. Both of these not only determine the development of the regions which lie close to internal boarders but also the external borders of the EU which influence the development of frontier areas. What characterises the process of development in the Polish euroregion? Each of these determines its own targets along with the rules of cooperation to which we can inclu¬de among others; the development of human capital, the development of entrepreneurship, the development of the tourism sector, open boarders and working together on environmental security. The article below presents the evolution which has taken place regarding the approach to regional cooperation along with the influence of EU funds on common actions of frontier areas with regards to the enhance¬ment of their competitiveness.

The share of low wage employment in the Federal Republic of Germany has increased significantly during the recent years. Because of considerable disproportions in the size of wages between the western and the eastern Lands it was necessary to introduce two different thresholds of low wages. The conducted studies show that the size of the low wages sector depends on its assumed definition and on the groups of employees included in the study. Its regional differentiation is influenced by numerous factors that are both the consequence of historical happenings and the result of the contemporary transformations taking place within the borders of the united German State.

The study is based on a theory of the regional development and building of competitiveness of regions, as well as the regional labelling of products through using instruments of strategic management for the targeted direction of local marketing. Creating regional identity in the 21st century must be reflected in the public sector. The objective of the research was to define the influence of regional product brand existence on the efficient development of territorial marketing in the analysed regions under the conditions typical for the Slovak Republic. Based on a scientific evaluation of theoretically defined key terms (“region”, “regional labelling”, “regional product” or “territorial marketing”), the authors have proceeded to analyse individual brands of regional products in selected territorial units of the Slovak Republic – Kopanice; Záhorie; Hont; Ponitrie; Podpoľanie; Gemer-Malohont; Malodunajsko-Galantsko; Karsticum; Novohrad; Nitrava; and Pohronie. Within the analysis, they have conducted an empirical (quantitative) research in a form of questionnaires distributed to a target group of respondents that were defined as the coordinators of regional labelling of products and services for the analysed regions; these are dominantly local action groups and civic associations operating in the given territory. The aim of the authors’ study was to identify the character of the influence that the existence of regional brands of products has on an efficient increase in the promotion and awareness of the analysed regions with an objective to outline the possibilities of using the theory of regional product labelling under the conditions of the Slovak Republic within the context of territorial marketing development.

The development of business environment institutions, including technology parks, has been very dynamic in recent years. An increasing number of studies have shown that it is technology parks that are the most advanced type of innovation and entrepreneurship centres. Both global and national experience provides inspiration for further development of similar initiatives. This paper aims to analyse the nature and practice of the operation of technology parks in Podlaskie and their impact on the region’s development.
